California State Prison Takes 55 Cents Of Every Dollar Sent To Inmates

This is in regards to California Correctional Institution (CCI) located in Tehachapi, CA.
The family member of an inmate told me of their policy regarding spending money sent to inmates.
The official prison mission statement reads
“The overall mission of the California Correctional Institution is to incarcerate and control felons, while providing the opportunity for meaningful work, training and other programs. The prison provides programs for those inmates who are willing to work and participate fully in available programs.”

Reasons to Send Money
There are four reasons to send money: Funds to Inmate (for discretionary spending), Restitution Payment, Family Visiting, and Temporary Community Leave:
Funds to Inmate. Money that is being sent to the inmate for his or her own personal use is subject to restitution and administrative charges.
Fifty-five cents of every dollar seized by the state is unreasonable and excessive, and isimply serves as more evidence of the tyrannical nature of a corrupt government.

For I was hungry and you gave me no food, I was thirsty and you gave me no drink, a stranger and you gave me no welcome, naked and you gave me no clothing, ill and in prison, and you did not care for me.’
