(JeromeCorsi) – No ‘conspiracy theory,’ scheme hatched by CFR was sold to Bush, now Obama

The integration of the United States with Canada and Mexico, long deemed by many as little more than a fanciful “conspiracy theory,” was actually an idea promoted by the Council on Foreign Relations and sold to President Bush as a means of increasing commerce and business interests throughout North America, according to a top Canadian businessman.

Thomas d’Aquino, CEO and president of the Canadian Council of Chief Executives – the Canadian counterpart to the U.S. Chamber of Commerce – confirmed in an interview recently published in Canada the accuracy of what WND first reported over three years ago: namely, that the Council on Foreign Relations was the prime mover in establishing the Security and Prosperity Partnership of North America, or SPP.

Published by the Metropolitan Corporate Counsel Oct. 4, the d’Aquino interview verifies that the creation of the SPP was not a “conspiracy theory” but a well-thought-out North American integration plan launched by his organization, the Canadian Council of Chief Executives, along with the Council on Foreign Relations in the United States.

According to d’Aquino, President Obama wants to continue North American integration under the renamed North American Leaders Summit, provided the North American Competitiveness Council can be recast to include more environmentalists and union leaders.

In the interview, d’Aquino traced the origin of SPP to his concerns, following the terrorist attacks on 9/11, that “there was a pressing need to keep the border open for commerce while simultaneously addressing the security needs of the United States and North America as a whole.”

Get “America for Sale: Fighting the New World Order, Surviving a Global Depression, and Preserving USA Sovereignty” at the WND Superstore now.

With this goal in mind, d’Aquino explained that the CCCE by 2003 had “launched an agenda that we called the North American Security and Prosperity Initiative, or NASPI.”

As WND reported in July 2007, the term “Security and Prosperity” was first used by the Canadian Council of Chief Executives in a January 23, 2003, report titled “Security and Prosperity: Toward a New Canada-United States Partnership in North America.”

Then, in 2003, d’Aquino brought the idea to Richard Haass, president of the Council on Foreign Relations.

“I helped convince Richard Haass at the Council on Foreign Relations that we should put together a trilateral task force to look at the future of North America,” d’Aquino said. “We recruited John Manley on Canada’s side, along with William Weld, former governor of Massachusetts, and Pedro Aspe, the former Mexican economy minister, who had been so influential in promoting NAFTA.”

The result was a CFR Task Force on the Future of North America created on Oct. 15, 2004, and chaired by Manley, Weld and Aspe, precisely as d’Aquino had recommended to Haass.

The CFR Task Force on the Future of North America issued an executive summary, titled “Creating a North American Community,” that was issued March 14, 2005, just days before the March 23, 2005, trilateral summit at Waco, Texas, in which President George W. Bush, then-Canadian Prime Minister Paul Martin and then-Mexican President Vicente Fox declared the Security and Prosperity Partnership on their own authority, without any approval from the U.S. Congress.

The final task force report, titled “Building a North American Community,” was issued in March 2005, immediately following the Waco summit. (Read highlights of the controversial 59-page CFR report – including calls for increased financial aid to Mexico, the creation of a security border perimeter around all of North America, a reduction in border security between the U.S. and Mexico, and the creation of a new North American tribunal to settle disputes.)

D’Aquino agrees that the Council on Foreign Relations task force was instrumental to the trilateral summit in Waco during which the SPP’s existence was declared, saying in the interview: “The result of all these efforts [by the CFR Task Force on the Future of North America] was that in 2005, Prime Minister Martin, President Bush and President Fox decided to sign what they called the Security and Prosperity Partnership of North America – the SPP.”

WND has consistently reported that the two reports issued by the CFR Task Force on the Future of North America constituted the “blueprint” for the SPP unveiled at the Waco summit meeting.

The final CFR report included on page xvii a concise statement of purpose: “The Task Force’s central recommendation is establishment by 2010 of a North American economic and security community, the boundaries of which would be defined by a common external tariff and an outer security perimeter.”

D’Aquino also confirmed, as WND had previously reported, that the North American Competitiveness Council was hand-picked by the Chambers of Commerce in the three countries, without any legislative approval from any of the three nations.

“At their next summit meeting, in 2006, the three leaders invited leading members of the CEO communities in the three countries to provide private-sector input on issues related to competitiveness,” he continued. “From that idea, the North American Competitiveness Council (NACC) was born, to be composed of 10 frontline CEOs from each of Canada, the United States and Mexico.” That plan was implemented.

“We produced 10 of our most senior CEOs while the Americans established an executive committee of 15 representing a broad range of large companies with rotating memberships. The Mexicans produced some heavy-duty people – many names you know well.”

As WND reported at the time, the North American Competitiveness Council dominated the third annual SPP summit meeting held in Montebello, Quebec, in Aug. 2007, a fact confirmed by the interview with d’Aquino.

“The first meeting of the NACC with the three leaders took place in Montebello, Quebec, in 2007,” d’Aquino acknowledged. “Our Mexican and American counterparts graciously asked us to write the first NACC report. It was very well received, albeit heavily criticized by unions on the left and others as elitist: ‘Why did these people have access to the national leaders while everyone else was left out?’”

The NACC continued to advise SPP leaders behind closed doors at the fourth annual SPP summit meeting held in New Orleans, in April 2008, as WND reported and as d’Aquino now confirms: “The second meeting of the NACC with the three leaders took place at their summit in New Orleans in 2008 – we were in the room with the leaders for a full hour and a half.”

Whereas Bush was sold on the SPP initiative as a means of enhancing business and commerce in North America, d’Aquino explained, Obama would continue with the SPP only if more environmentalists and union leaders were included in the private advisory group that had consisted entirely of business leaders under the aegis of the NACC.

“When President Obama came to power, he faced a lot of pressure to shelve the SPP and not follow through with the NACC because his advisers were looking for an institution that would also involve environmentalists, union leaders, et al.”

D’Aquino argued that the NACC should continue, and, as WND has reported, the Obama administration is continuing the previous administration’s pursuit of North American integration.

“But at the North American Leaders Summit in Guadalajara this summer, President Calderon and Prime Minister Harper both told President Obama that the NACC was very useful,” d’Aquino said. “In fact, the Canadian NACC group met with our prime minister and his key ministers for an hour and a half on the eve of his departure for the Guadalajara summit. He said that, regardless of whether the NACC continues formally on a trilateral basis, he welcomes our advice on trilateral issues.”

WND has regularly reported that the unannounced goal of the SPP was to create a North American Union, similar to the European Union, by advancing the trade integration realized in NAFTA into continental political integration through the creation of some 20 trilateral bureaucratic working groups and the North American Competitiveness Council, composed of 30 North American business executives hand-picked, 10 each by the Chambers of Commerce of the three countries.

The Obama administration is continuing the SPP initiative under the “rebranded” and “refocused” banner of the less controversially renamed North American Leaders Summit that first met with Obama in Guadalajara, Mexico, last August.

By Dana Gabriel – BLN Contributing Writer

The Security and Prosperity Partnership (SPP) has essentially been rendered inactive, yet many of its key priorities such as energy integration were part of the agenda at the recent North American Leaders’ Summit held in Guadalajara, Mexico on Aug 9-10. Environmental concerns are being used to further advance North American integration and the U.S., Canada and Mexico have committed to a more continental approach in combating climate change.

In the North American Leaders’ Declaration on Climate Change and Clean Energy it states, “We stress that the experience developed during the last 15 years in the North American region on environmental cooperation, sustainable development, and clean energy research, development, and deployment constitutes a valuable platform for climate change action, and we resolve to make use of the opportunities offered by existing bilateral and trilateral institutions.” The leaders offered a shared vision for a low-carbon North America and the importance of taking aggressive action on climate change, including better cooperation in reducing emissions. In conclusion, it says, “In order to facilitate these actions, we will work cooperatively to develop and follow up on a Trilateral Working Plan and submit a report of results at our next North American Leaders Summit in 2010.”

A more North American strategy in regards to climate change is moving forward. This includes coordination of an emissions trading system. It is also expected that a new version of the Canadian government’s climate change plan will be released this fall which will be more comparable to U.S. efforts. In a recent article from the Wall Street Journal, one of the creators of the cap-and trade concept, Thomas Crocker says that he is now, “skeptical that cap-and-trade is the most effective way to go about regulating carbon.” Many critics of a cap-and-trade system argue that it could further damage the economy and lead to millions of jobs being lost.

An article from the New York Times entitled Climate Change Seen as Threat to U.S. Security states a, “growing number of policy makers say that the world’s rising temperatures, surging seas and melting glaciers are a direct threat to the national interest.” It goes on to say, “If the United States does not lead the world in reducing fossil-fuel consumption and thus emissions of global warming gases, proponents of this view say, a series of global environmental, social, political and possibly military crises loom that the nation will urgently have to address.” The security card is being used in an effort to further galvanize support for climate and energy legislation, including a cap-and-trade system which will be debated in the Senate next month.

It is hard to deny all the fear-mongering that has been associated with global warming. It has become like a religion with no room for debate and those not agreeing with man-made global warming being labeled as heretics. Although as humans we have done some harm to the planet, it is the doom and gloom of global warming that receives the most attention while other environmental issues are seemingly ignored. Whether you believe the threat of climate change to be real or exaggerated it is being used to further integrate North America. Global warming hysteria is a vehicle for social engineering with many solutions being offered that could radically alter our very existence.

With the decline of the SPP and cracks emerging in NAFTA, it appears as if North American integration is in disarray. Let me remind you that the global elite pushing for a North American Union and a New World Order are masters of getting order out of chaos. The SPP could be rebranded under a new name, but regardless, there are other initiatives that could fill its void in regards to continental integration.

The $410 billion omnibus funding bill headed toward President Obama’s desk for signing contains a carefully worded measure that would shut down the Bush administration demonstration project allowing 100 Mexican trucking companies to run their long-haul rigs throughout the U.S. in direct competition with American truckers.

The issue became rancorous over the past two years as Bush administration Secretary of Transportation Mary Peters fought off repeated efforts by Congress to confine Mexican trucks to a narrow 20-mile-wide commercial area north of the southern border.

In what appears to be a major victory for Teamster boss James Hoffa, the Obama administration worked closely with Senate Democrats, including Sen. Byron Dorgan of North Dakota to toughen up language of an amendment Dorgan successfully had inserted in the DOT fiscal year 2008 appropriations bill.

Keeping Mexican trucks south of the border appears to be a reward to organized labor for its support of Obama’s presidential campaign last year.

The move comes as a blow to free trade advocates in the Republican Party that have pushed hard for new ways to open the Mexican border for increased opportunities between the two countries.

“The driving public is put at risk when trucks from Mexico that don’t meet U.S. standards are allowed to roam our highways,” Hoffa said in a statement. “The Mexican government has not held up their end of the bargain to meet U.S. standards.”

Hoffa said Mexican trucks are “unsafe and Mexican drivers are not required to meet the same criteria that American drivers must meet to earn a commercial drivers license.” Hoffa said.

“It’s long past time to close the border to these unguided missiles,” he said.

WND reported that after the truck project begun, an examination of the Federal Motor Carrier Safety Administration database revealed hundreds of safety violations by Mexican long-haul rigs rolling on U.S. roads under the project.

Opponents of the project have contended that Mexican trucks and truck drivers do not reliably meet U.S. standards.

As WND reported, in a contentious Senate hearing last March, Dorgan in tight questioning got Peters to admit that Mexican drivers were being designated at the border as “proficient in English” even though they could explain U.S. traffic signs only in Spanish.

In the tense hearing, Dorgan accused Peters of being “arrogant” and recklessly disregarding a congressional vote to stop the Mexican project by taking funds away.

As WND reported, opposition in the House was led by Rep. Peter DeFazio, D-Ore., who in September 2007 accused the Bush administration of having a “stealth plan” to allow Mexican long-haul rigs on U.S. roads.

“This administration [of President George W. Bush] is hell-bent on opening our borders,” DeFazio said, “but has failed to require that Mexican drivers and trucks meet the same safety and security standards as U.S. drivers and trucks.”

Previously, Peters had argued the wording of the Dorgan amendment did not prohibit the Transportation Department from stopping a Mexican truck project already underway, even if the measure prohibited DOT from starting any new project.

Despite strong congressional opposition, the Department of Transportation under President Bush had announced it planned in its final months to extend the truck project for another two years – an attempt to force the incoming Obama administration to comply.

The restrictions passed in the Omnibus Funding Bill will limit Mexican trucks to a 20-mile commercial zone north of the Mexican border, except in Arizona, where the limit is 75 miles.

GORDON BROWN hailed Barack Obama’s election victory as a “dawn of hope” last night as he urged the United States to join Europe in building a new world order.

The Prime Minister used his annual foreign policy address to the City of London to call on fellow world leaders to “seize the moment” and lay foundations for the “first truly global society”.

He also reiterated the need for governments to inject more funds into their economies and resist the temptation to retreat into protectionism and isolationism in the face of the economic downturn.

Addressing the Lord Mayor of London’s banquet at the Guildhall, he said: “Just days ago, across the Atlantic, our closest ally gave new meaning to its founding creed that all are created equal; gave new strength to the notion that the American dream is for all Americans.

“Whatever one’s politics, it can surely only be a source of hope and inspiration that a nation which once would have looked at Barack Obama and defined him only by his colour today sees in him the man they want to be their President and commander-in-chief.

“As America stands at its own dawn of hope so let that hope be fulfilled through a pact with the wider world to lead and shape the 21st century as the first century of a truly global society.

“I believe that with the far-sighted leadership we have in Europe, the whole of Europe can and will work closely with the rest of the world to meet the great challenges which will illuminate our convictions and test our resolution.”

Mr Brown, who will join world leaders at a financial summit in Washington this week, added that major powers had to decide whether “to be cowed by our fears or led by our hopes” during the tough times ahead.

“I want this to become the moment when we rise to the new challenges by purposeful visionary and international leadership, leaving behind the orthodoxies of yesterday and embracing new ideas to create a better tomorrow, not as the victims of history but as shapers of an open, free trade, flexible globalisation that is also inclusive and sustainable.”

Mr Brown welcomed plans by Mr Obama and the governments of China and Germany to pump more money into their economies.

He quoted President Franklin Roosevelt, who led the US through a global recession during the 1930s: “The only thing we have to fear is fear itself.”

“When fear overwhelms our perceptions or reality the effect is paralysing; it leaves people frozen into inaction, helpless at a time of great risk and even at a time of great opportunity too,” Mr Brown said. “But confidence in the future… is the key to bringing back confidence today.

“I am confident. Confident that we can seize the moment, grasp it together and use it to lay the foundations – optimistic, multilateralist and inclusive – on which we can build the first truly global society.”

Since the dawn of mankind, or at least the turn of the last century, conspiracy theories have always existed. From the Kennedy assassinations to rumors of an underground network of brainwashed sex slaves, such rumors have always benefited from the supposed secrecy of the shadowy organizations they addressed, whether they be the Freemasons or the Central Intelligence Agency. These groups are said to run the world, and in some cases they’ve come close to doing just that, but the truth is hardly that simple. Nor do their tentacles extend as far as some conspiracy theorists- and even the groups’ leaders themselves- would hope. Yet that is exactly what Daniel Estulin claims in his new book The True Story of the Bilderberg Group. It is an alarming tale of greed, paranoia, and power run amok, and yet, in many ways the book suffers from the same affliction as its subjects.

The story opens in 1996 Toronto. Daniel, a veteran and seasoned reporter of the Bilderberg scene, rendezvous with a source in a mall. The encounter is classic cloak and dagger espionage. Estulin makes eye contact with the asset; they walk towards a secure location and exchange words.

“You stopped him this time around,” the informant says, referring to the torrent of leaks about the Bilderberger meeting that Estulin and his friends made to the Canadian press, a meeting where the participants allegedly discussed the breakup of the former British Commonwealth. Yet the man is hardly optimistic about the endgame, believing that the potential dissolution of the union was only postponed. It sounds like an episode out of an old John Le Carre novel, too good to be true. However, in successive chapters Estulin documents the extraordinary level of influence that Bilderbergers as a whole have, ranging from politics to the economy.

While some of his theories are exercises in wishful thinking, others, such as those surrounding its role in the 1973 energy crisis, are unsettling in light of current events. A quick browse through the postscript- a collection of documents and analyses that Estulin is said to have risked his own life to attain- confirms this assessment. However, in other respects the tome is hyperbolic and alarmist. Contrary to his claims, the group is far from being monolithic or unanimous on every issue, and some of his own research supports this.

Several of the vignettes, such as the interrogation scene in Italy, portray a paranoia bordering on a persecution complex, and as the author’s purported links to the KGB attest, there is still much to suspect about what we are being told. On balance, though, it is an informative read, albeit more offbeat than some would hope. However in light of the extraordinary hardship the author has faced, it is worth at least a cursory read. This is not a Nobel Prize winning book, and many of the claims it makes do not rise to the standard of truth that some in the media would prefer. Yet in terms of the amount of hard data that Estulin has collected, it is perhaps the only authoritative book on the subject that has been offered.

This is a book worth reading, if only to challenge our preconceived notions about the way the world works. But don’t check the skeptic hat at the door, and as always, consider the source.

Tomorrow, July 8th, could mark the beginning of official condoning of warrantless surveillance of law-abiding citizens in the US, not to mention foreign nationals. Much of this information has been covered by Glenn Greenwald in the past week.

In the video below, I talk about what every American needs to know — and do in the next 24 hours — about the new FISA (Federal Information and Surveillance Act) amendments. The interview, and below partial transcription, answers questions like…

-I don’t have anything to hide. How does this affect me?
-What if this type of surveillance is what has prevented another 9/11 from happening?
-What are common inaccuracies about FISA reported in the media?

Find below how you can make a real impact in less than 60 seconds. Every person counts — the Senators who will vote are watching the numbers. 41 Senators can block the bill, and it’s not too late.

Please do the following: How I ask you to spend 60 seconds

1. ALL AMERICANS: Go to the EFF website here and put in your zipcode to find your Senator’s phone number. Call them and read the short script on the same page. If no answer, click the link at the bottom of the page to e-mail them.
(Tell others verbally to go to “www.eff.org” and click “take action”)

2. OBAMA SUPPORTERS: Go to My.BarackObama.com here and join the group requesting he oppose (as he did earlier) the amendment. This takes about 30 seconds. I suggest changing “ListServ” in the bottom right to “Do not receive e-mails.” (Tell others verbally to search “obama please vote no” on Google and My.BarackObama.com will be in the top 3 results, currently #1)

Watch the video:
What Every American Needs to Know (and Do) About FISA Before Wed., July 9th from Tim Ferriss on Vimeo.

Some Highlights of the interview:

1. Why does the vote this Tuesday, July 8th matter to normal people who have nothing to hide?

Ordinary citizens who want to live in a democracy — including those with nothing to hide — should be concerned about the ability of the government to use private, sensitive personal information to blackmail, manipulate, and intimidate their representatives, journalists and their sources, potential whistleblowers, and activists or dissenters of any sort.

2. Couldn’t it be argued that this type of surveillance ability has prevented another 9/11 from happening? Isn’t it possible that this type of legislation has saved American lives?

The administration has claimed that is has, but without presenting a single piece of evidence that this is so, even in closed hearings to Senators with clearances on the Intelligence Committee. The FISA court has granted warrants in virtually every request that’s been made of it that has any color of helping national security. The administration’s decision to bypass that court, illegally, leads to a strong suspicion that they are abusing domestic spying, as some of their predecessors did, in ways that even the secret FISA court would never approve.

3. What are the most important factual inaccuracies about FISA found in the media?

Advocates of the bill take pride that it makes this amended FISA the exclusive basis for overhearing citizens, but that exclusivity is, in fact, in the current 30-year-old FISA bill already. President Bush simply ignored it in bypassing FISA, and there’s not reason that he and his successors would not continue to do the same here.

It’s been inaccurately stated that if this amendments didn’t pass, FISA would expire. This is flatly false. FISA is open-ended and will continue as it already has, adequately for 30 years. What would expire are some blanket surveillance orders authorized last year, which the majority of Democrats, including Senator Obama, voted against.

The current bill does include one useful amendment to FISA, which could be passed with virtually unanimous approval in an afternoon, to allow warrantless interception of foreign-to-foreign communications that happen to pass through the United States. No one opposes this.

Various administration officials have claimed that the requirement of applying for a warrant from the FISA court deprived them of speed and flexibility. This is false. The FISA allows for surveillance to be implemented in an emergency situation before a warrant is sought, and that could undoubtedly be extended with Congressional approval without controversy.

What the administration seeks, and this bill provides, is permanent warrantless surveillance.

4. Let’s consider an analogy: police officers have the legal right to stop you if you’re going 56 mph in a 55-mph zone, but this right isn’t often abused or applied to harass citizens. What makes you think the administration would abuse their surveillance powers if this amendment is approved?

The abuses of surveillance to which governments are drawn are those that keep them in office, used to intimidate and manipulate their rivals, and to avoid debate and dissent on their policies. These are exactly the abuses that the Church Committee discovered in 1975, which had been conducted on a wide-scale by the Johnson and Nixon administrations, and in some cases even earlier, which is what lead to FISA in the first place.

To remove judicial oversight, which this amendment would effectively do, is to invite the same kind of repressive abuse that lead to FISA in the first place.

5. Why would the current administration want this amendment to pass, if not for safety of citizens and prevention of attacks?

Using NSA to spy without judicial oversight or constraint on American citizens provides the infrastructure for dictatorship. George W. Bush has frequently said what other presidents may only have thought: “It would be a heck of a lot easier in a dictatorship, if only I were the dictator.”

Other presidents have violated the law and the Constitution in much the same way as Bush, so long as they could do it secretly, but they haven’t proclaimed that as a right of their office as Bush, Cheney and their legal advisors have done.

The oath of office they took, along with all members of Congress, was to support and defend the Constitution against all enemies, foreign or domestic. I believe that, in the matters we’ve been discussing, the Founders had it right, not only for their time but for ours.

Exactly one day after George Bush signed the first year of the $1.6 billion Plan Mexico into law–giving Mexican military and police US training, armament, and resources–videos surfaced showing Mexican police undergoing torture training in León, Guanajuato. The torture training is directed by a British man from an unidentified US private security company.

The videos show the English-speaking contractor directing and participating in the torture of members of the Special Tactical Group (GET in its Spanish initials) of the León municipal police force during a 160-hour training over twelve days in April 2006. Alvar Cabeza de Vaca, the Secretary of Public Security in León, says the participants volunteered to be tortured as part of the training.

In one video, the unidentified contractor drags a GET officer through a puddle of his own vomit as punishment for failure to complete a training exercise.

In a second video, GET officers squirt mineral water up the nose of another officer, a torture technique commonly utilized by Mexican police. The man’s head is also shoved into a hole which supposedly contains rats and feces:

Leon city Police Chief Carlos Tornero told the AP that the English-speaking man in the videos is a contractor from a private US security firm. Tornero refused to elaborate on the man’s identity, details about the US company, and who contracted the company.

The government’s response has been to defend the program, attack the media for reporting on the videos, and deny the illegality of torture. León mayor Vicente Guerrero Reynoso said that the training would continue and no public official would be punished for involvement in the torture training. He demanded that the media “be more responsible.” Guerrero is a member of President Felipe Calderón’s right-wing National Action Party.

Alvar Cabeza de Vaca, Secretary of Public Security for León, said torture training for police is necessary: “It is essential to have a special group that responds to certain conditions. More and more we see the clear involvement, not only in León, but in the whole state, of organized crime, and there is a need to have these groups.” Cabeza de Vaca seemed to be most preoccupied with how the videos became public. In response to a reporter’s question about why the municipal government offers illegal training that violates human rights, he responded, “Well, while it is not prohibited…in the end I don’t know how the video arrived [in the hands of the meda]. The trainer makes the recordings to observe and correct the teachings.”

Mexico’s national daily La Jornada was quick to point out that torture is in fact prohibited, contrary to the public security chief’s assertions: “Torture is a crime in Guanajuato: in accordance with Article 264 of the state Penal Code, the public servant who ‘intentionally exercises violence against a person, be it in order to obtain information or constituting an illicit investigation method,’ faces a punishment of 2-10 years in prison.”

The existence of a training led by a US defense contractor to teach Mexican police torture tactics in order to combat organized crime and the local government’s adamant defense of the program is particularly disturbing considering the US government’s recent approval of the $1.6 billion Plan Mexico, also known as the Merida Initiative. Plan Mexico is an aid package specifically designed to support President Felipe Calderón’s deadly battle against organized crime. It will fund more US training for Mexican police and military, in addition to providing them with riot gear, spy equipment, and military aircraft. Plan Mexico allows funds for the deployment of up to fifty US defense contractors to Mexico.

This is not the first time US defense contractors have directed torture in foreign countries. During the 2003-2004 Abu Ghraib prison torture scandal in Iraq, US soldiers claimed that defense contractors who ran the prison directed them to torture inmates. Four former Abu Ghraib inmates recently filed lawsuits against CACI International Inc. of Arlington, Va., and New York-based L-3 Communications Corp., formerly Titan Corp., for torturing them.

WASHINGTON — The Justice Department is considering letting the FBI investigate Americans without any evidence of wrongdoing, relying instead on a terrorist profile that could single out Muslims, Arabs or other racial and ethnic groups.
urrently, FBI agents need reasons — such as evidence or allegations that a law probably has been violated — to investigate citizens and legal residents. The new policy, law enforcement officials say, would let agents open terrorism investigations after mining public records and intelligence to build a profile of traits that, taken together, are deemed suspicious.

Although President George W. Bush has disavowed targeting suspects based on their race or ethnicity, the new rules would let the FBI consider those factors among traits that could trigger a national security investigation.

Among factors that could make someone subject of an investigation is travel to regions of the world known for terrorist activity, access to weapons or military training, along with the person’s race or ethnicity. Law enforcement officials say the policy would help them find terrorists before they strike.

“We don’t know what we don’t know. And the object is to cut down on that,” said one FBI official.

FBI agents wouldn’t be allowed to eavesdrop on phone calls or dig deeply into personal data — such as the content of phone or e-mail records or bank statements — until a full investigation was opened.

More than a half-dozen senior FBI, Justice Department and other U.S. intelligence officials familiar with the new policy agreed to discuss it on condition of anonymity.

The change, expected later this summer, is part of an update of Justice Department policies amid the FBI’s transition from traditional crime fighting to protecting the nation from attacks. Attorney General Michael Mukasey acknowledged the overhaul was under way in early June.

If adopted, the guidelines would be put in place in the final months of a presidential administration that has been dogged by criticism that its counterterrorism programs trample privacy rights and civil liberties.

Critics say the presumption of innocence is lost in the proposal. The FBI could begin investigations simply “by assuming that everyone’s a suspect, and then you weed out the innocent,” said Caroline Fredrickson of the American Civil Liberties Union.

Courts across the country have overturned criminal convictions when defendants showed they were targeted based on race. Racial profiling generally is considered a civil rights violation, and former Attorney General John Ashcroft condemned it in March 2001 as an “unconstitutional deprivation of equal protection under our Constitution.”

Justice Department spokesman Brian Roehrkasse said the guidelines wouldn’t give the FBI more authority than it now has.

“Any review and change to the guidelines will reflect our traditional concerns for civil liberties and First Amendment liberties and our traditional investigative emphasis on using the least intrusive means feasible,” he said Wednesday.

This Nation’s Deathbed exposes the SPP Summit and the protests of Montebello Quebec held in summer of 2007. The film offers the best explanation to date of, of what the Security and Prosperity Partnership Agreement actually is and what it’s grave implications on Canadian Sovereignty would be once fully implemented;

From binding and unfair contracts that would give license to American corporate interests over the annexation of natural resources such as water and lumber.

The merger of the 3 country’s military forces and rise of a police state.

The transformation of the economy and its currency.

The dismantling of health care.

The further erosion of democratic proceedings, checks and balances on government and corporations.

The privatization of Canadian infrastructure such as highways, energy, water, and agriculture.

In short the SPP amounts to the the allowance of private corporations to rule over deciding policies that will inevitably harm the quality of life that many simply take for granted, as corporations would be unaccountable to the well being of Canadian lives, and only interested in profit.

The film tells the story of a building resistance movement; one that began outside the Montebello resort to demonstrate and expose treason as it was committed. And it follows on into the continued protests held nation wide in cities across Canada. It is a movement that has promised that it shall persist until the people’s voices are heard, when the SPP is put to a public referendum.

Featured speakers include patriotic Canadians like Wendy Forrest, Connie Fogal, Diana Nicholson, Vijay Sarma as well as guest appearances from authors such as Jerome Corsi of the Late Great USA and Linda McQuaig, author of Holding the Bullies Coat.

Produced by White Buffalo Films, Steven Davies and Dan Dicks

Fresh off of the 2008 Bilderberg Meeting, it looks as if New York Federal Reserve president Timothy Geithner is set to push a new agenda in the world of central banking that was likely decided upon at Bilderberg. Geithner yesterday, wrote an article in the Financial Times calling for a global regulatory banking framework. In addition, Geithner called for the Federal Reserve to have an instrumental role in this new framework. Geithner cites all of the problems that were actually created by the central bankers in the first place as the rationale for having greater centralized power. It is interesting Geithner decides to write this piece right after the Bilderberg Meeting where some of the most powerful figures in the world of central banking attended. Not only did Geithner attend, but the attendee list included Ben Bernanke the Federal Reserve Chairman, Henry Paulson the U.S. Treasury Secretary, Jean-Claude Trichet the president of the European Central Bank, Robert Zoellick the president of the World Bank and other high profile bankers. With the who’s who of central banking attending the Bilderberg Meeting, it is highly unlikely that what Geithner is proposing in his Financial Times article was not discussed at the Bilderberg Meeting. It is no secret that the true objective of the Bilderberg Meeting is to steer the world into accepting a global government. By establishing a new global regulatory banking framework, this will inch the planet ever closer to a one world currency operating in a cashless society where microchips are used to facilitate transactions. Make no mistake about it, this system will not be good, because it will be controlled by a bunch of criminal psychopaths like the one’s who attended the 2008 Bilderberg Meeting.

In his Financial Times article, Geithner wrote the following:

Link to full article: http://www.ft.com/cms/s/0/807c8a64-355a-11dd-998d-0000779fd2ac.html?nclick_check=1

The institutions that play a central role in money and funding markets – including the main globally active banks and investment banks – need to operate under a unified framework that provides a stronger form of consolidated supervision, with appropriate requirements for capital and liquidity. To complement this, we need to put in place a stronger framework of oversight authority over the critical parts of the payments system – not just the established payments, clearing and settlements systems, but the infrastructure that underpins the decentralised over-the-counter markets.

Because of its primary responsibility for the stability of the overall financial system, the Federal Reserve should play a central role in such a framework, working closely with supervisors in the US and in other countries. At present the Fed has broad responsibility for financial stability not matched by direct authority and the consequences of the actions we have taken in this crisis make it more important that we close that gap.

Finally, we need a stronger capacity to respond to crises. The Fed has put in place a number of innovative new facilities that have helped ease liquidity strains. We plan to leave these in place until conditions in money and credit markets have improved substantially.

What Geithner is proposing is entirely insane but this is the same tactic that the financial elites used to establish the Federal Reserve back in 1913. They created a crisis and said that the crisis happened because they didn’t have enough power to prevent it. The Panic of 1907 which was used to justify the passage of the Federal Reserve Act was actually caused by JP Morgan and assorted elite financial interests. They did this so they could use the crisis as an excuse to centralize their control and power over the banking system. Through the Federal Reserve, banks were finally consolidated under its umbrella through the Great Depression which was deliberately caused by the tight monetary policies implemented the central bank. Throughout the 1920s money was made plentiful, but following the stock market crash of 1929, the Federal Reserve tightened the money supply which put hundreds of community banks out of business and allowed the central bankers to consolidate control over the nation’s banking system.

Geithner is using the excuse of the current financial crisis that was caused by the Federal Reserve and the world’s assorted central banks in order to again consolidate more power for the banking cartel. It is simply history repeating itself, only this time it is on a much larger scale.

Below is another blurb taken from Geithner’s Financial Times piece:

Since last summer, we have lived through a severe and complex financial crisis. Why was the financial system so fragile? What can be done to make the system more resilient in the future?

The world experienced a financial boom. The boom fed demand for risk. Products were created to meet that demand, including risky, complicated mortgages. Many assets were financed with significant leverage and liquidity risk and many of the world’s largest financial institutions got themselves too exposed to the risk of a global downturn. The amount of long-term illiquid assets financed with short-term liabilities made the system vulnerable to a classic type of run. As concern about risk increased, investors pulled back, triggering a self-reinforcing cycle of forced liquidation of assets, higher margin requirements, increased volatility.

What Geithner doesn’t say in his article is that the current global financial crisis was caused by the Federal Reserve and the world’s various central banks. Alan Greenspan intentionally set interest rates at incredibly low levels after the 9/11 attacks. This encouraged lenders to lend out money using all sorts of creative financing packages. It also encouraged borrowers to borrow money from the lenders because of the cheaper money. These policies lead to the continued devaluation of the U.S. Dollar and the U.S. housing crisis which have been the main drivers behind most of the economic problems we are currently seeing.

Geithner wants us to believe that giving the Federal Reserve and the rest of this private banking system more power is what’s needed to resolve all of the economic problems that were caused by the central bankers themselves. How stupid does Geithner and the rest of the global elite think we are? We have a historical track record of central bankers creating economic problems and bringing in phony solutions to expand their control. We need decentralization and free markets to resolve the economic problems that have been created by these people, not more centralized power.

If all of this wasn’t bad enough, Jim Tucker from the American Free Press speaking on the Alex Jones show today stated that one of his Bilderberg sources revealed to him that the global elite are planning to push forward their cashless society grid agenda with the use of implantable microchips. The implantable microchips would be sold as a way for people to easily move through the militarized control grid that they’ve setup via the bogus terror war. Tucker also mentioned that we would see the media hyping the phony terror war and specifically the phony “white Al-Qaeda terror threat” as a way for them to continue the justification of the enslavement grid. Assuming Tucker’s Bilderberg source is providing accurate information, this agenda that Geithner is pushing in his Financial Times article is right in line with their well documented plans to get rid of cash. The central bankers would need a global regulatory framework for the banking system so they can move closer to a global currency operating in a cashless society.

This is some incredibly scary stuff. Of course there was not one word of the 2008 Bilderberg Meeting in any major U.S. media outlets. The corporate controlled media maintained a blackout on any coverage of this incredibly important yearly meeting of the global elite. It is pathetic when citizen journalists like the ones at InfoWars, PrisonPlanet and RogueGovernment provide the best coverage of what is one of the most important geopolitical meetings of the year. Either way, the commentary from Geithner as well as the information from Tucker’s Bilderberg source seems to indicate that the global elite are getting ready to further centralize the banking system in order to establish their one world cashless society grid. These criminals must be exposed and their system of global corruption and tyranny must be defeated. Let’s tell these bastards that they can take their cashless society grid and their implantable microchips where the sun don’t shine.

A Spanish toll-road operator won the bidding war to operate the Pennsylvania Turnpike, offering $12.8 billion for a 75-year lease, Gov. Rendell said today.

The proposal by Abertis Infraestructuras, of Barcelona, must be approved by the Pennsylvania legislature, and legislative leaders in Harrisburg have said the plan faces tough sledding with lawmakers.

In making the largest bid ever for the private operation of a U.S. toll road, Abertis partnered with a subsidiary of U.S. investment bank Citigroup, and Spanish investment firm Criteria CaixaCorp.

Abertis operates toll roads in Spain, France, Italy, the United Kingdom, Argentina and Puerto Rico. The company also operates airports, telecommunications systems and parking garages.

Under Rendell’s plan, the Abertis/Citi consortium would lease the turnpike for 75 years with the right to raise tolls 25 percent next year and 2.5 percent or the rate of inflation every year after that.

Rendell called the lease plan “a very good deal for Pennsylvania drivers and taxpayers,” and he said it would mean about $1.1 billion per year for road, bridge and transit projects in the state, on average, over the next 10 years.

Trilateral Commission members want suffering U.S. taxpayers to shell out even more money

The Trilateral Commission—one of the three most powerful globalist groups in the world—held closed-door meetings right here in Washington, D.C. from April 25 to 28. True to form, those members of the media who knew about the meeting—or were themselves participants in the proceedings—refused to discuss what went on inside or report on the attendees. Luckily, AFP’s own editor, Jim Tucker, was on the scene to bust this clandestine confabulation wide open.

Luminaries at the Trilateral Commission meeting in Washington expressed confidence that they own all three major presidential candidates, who, despite political posturing, will support sovereignty-surrendering measures such as NAFTA and the “North American Union.”

“John has always supported free trade, even while campaigning before union leaders,” said one. “Hil and Barack are pretending to be unhappy about some things, but that’s merely political posturing. They’re solidly in support.”

He was referring to Sens. John McCain (R-Ariz.), Hillary Clinton (D-N.Y.) and Barack Obama (D-Ill.).

Mrs. Clinton, they noted, held strategy sessions as first lady on how to get Congress to approve NAFTA “without changes.” As president, they agreed, she would do no more than “dot an i or cross a t.”

Candidate Obama has not denied news reports in Canada that his top economic adviser, Austan Goolsbee, assured Canadian diplomats that the senator would keep NAFTA intact and his anti-trade talk is just “campaign rhetoric.”

PETRIFIED ABOUT PAUL

While they are confident they can deal with any “potential president,” the Trilateralists paid huge tribute to Ron Paul in an equally large twist of irony, by expressing alarm that he is causing “significant future damage.”

They expressed concern that Paul’s rallies have attracted multitudes of young people who are getting “their political education.” They want Republicans to pressure Paul to drop out now and stop his education rallies. This assignment was given to Thomas Foley, former U.S. House speaker.

The reasons Paul’s “education campaign” strikes fear into Trilateral hearts are obvious. Paul would refuse to surrender an ounce of U.S. sovereignty to an international organization and TC wants world government.

Paul would immediately bring U.S. troops home from Iraq, Afghanistan and from 130 UN “peacekeeping” missions around the globe. TC wants to enjoy war profiteering and global power. Paul would abolish the federal income tax while the TC wants to pile on a global tax payable to the UN.

The formal agenda was loaded with everything Paul and American patriots detest: higher taxes, more foreign giveaways, more immigration, both legal and illegal, into the United States and “engaging Iran,” among others.

AMERICA NEEDS TO PAY HER FAIR SHARE?

The Trilaterals got down to real work on Saturday, April 26, with a high-powered panel called “U.S. Foreign and Domestic Policy: Broad Outlines for a New Administration.”

It was presided over by journalistic pimp David Gergen, who will write nothing about TC in his magazine, U.S News and World Report. Also participating were Kenneth Duberstein, former White House chief of staff for President Ronald Reagan; Strobe Talbot, president of the Brookings Institution and former deputy secretary of state; and Joseph Nye, former assistant secretary of defense. Henry Kissinger, former secretary of state and long-time Bilderberg leader, was present and listed as a participant. But a TC staff member crossed his name out. Some speculated he had throat problems.

This panel had these orders for the next president: increase foreign aid across the board because “America does not pay its fair share,” pay up the arrears in UN dues, allow as many immigrants into the United States as want to come and provide “amnesty” for illegal aliens already here.

Little, if anything, was said about the fact that American taxpayers pay one-fourth of the UN’s operating costs and one-third of the cost of 130 “peacekeeping missions” or the fact that immigrants from South America depress wages here and the average immigrant family costs the government thousands of dollars a year in welfare, health and other “benefits.”

Robert Zoellick, president of the World Bank and another long-time Bilderberg boy, largely echoed these views in a sweetheart “interview” by another journalistic strumpet, Lionel Barber, editor of The Financial Times, who will obediently report nothing.

FIGHT WARMING; ALLOW IMMIGRANTS

There were “subgroup” meetings on “climate change,” “water and sanitation” and “migration and development.” Every nation, especially the U.S., should spend big bucks to fight “global warming,” they agreed. The United States should spend more “because Americans cause the most pollution,” one argued. Americans should send more money to Africa so natives can drink clean water and scrub themselves, they said.

Antonio Garrigues Walker, chairman of Garrigues Abogadas y Asesores Tributarios, joined Peter Sutherland, the UN secretary-general’s “special representative on migration and development,” to call on the United States to not only allow unlimited immigration, but to throw more money at Mexico and other impoverished Latin countries. It was, somehow, their “right” to have more U.S. dollars. Sutherland is chairman of British Petroleum and Goldman Sachs International. He is also a long-time Bilderberg leader.

MEDIA BLACKOUT

Bill Emmott, another kept journalist, spoke on “the rise of Asia” at a reception-dinner held at the Smithsonian American Art Museum. Emmott, former editor of The Economist, will report nothing.

Sunday morning, Robert Blackwill, former U.S. deputy national security adviser for Iraq, led a panel discussion on “engaging Iran and building peace in the Persian Gulf Region.” For the first time, there was dissent. Blackwill tried to rationalize the invasion of Iraq. Others doubted that Saddam Hussein was connected to the 9-11 terrorist attacks or was a nuclear threat. Blackwill said the military option remains but he hopes diplomatic efforts succeed.

Other participants were Ray Takeyh of the Council on Foreign Relations, which functions as the propaganda ministry for TC and Bilderberg; Volker Perthes, head of the German Institute for International and Security Affairs and Hitoshi Tanaka, former Japanese deputy minister of Foreign Affairs.

MORE, MORE, MORE MONEY

More foreigners demanded more U.S. money at a lunch panel called “European and Asian views on U.S. Foreign and Security Policy.” Participants were Elisabeth Guigou, a member of the French National Assembly and former minister for European affairs and Han Sung-joo, former minister of foreign affairs for South Korea.

An afternoon session addressed “global health” with more calls for American tax dollars. A major voice in this cause came from Sylvia Mathews Burwell, president of Global Development Programs, Bill & Melinda Gates Foundation. Bill Gates has attended at least one Bilderberg meeting.

EXCUSES FOR IRAQ; PLANS FOR IRAN

John Negroponte, U.S. deputy secretary of state, addressed the evening dinner on “U.S. foreign policy perspectives.” Again, the invasions of Iraq and Afghanistan were rationalized and an invasion of Iran held out as a possibility.

The Monday morning finale addressed the Global Financial Crisis involving these luminaries: Robert Kimmitt, U.S. deputy secretary of the treasury; Martin Feldstein, former chairman of the President’s Council of Economic Advisers; David Rubenstein, managing director of The Carlyle Group; Naoki Tanaka, president of the Center for International Public Policy Studies and Sir Andrew Crockett, president of JP Morgan Chase International.

Among them, there was much talk of the U.S. government’s “duty” to “intervene” on behalf of “financial institutions under stress.” Little or nothing was said of the hundreds of thousands of Americans who are losing their homes because financial institutions lured them into buying houses they could not afford.

Throughout the weekend, no American voices were heard objecting to the demands on their country. Instead, there were smiles, nods and applause.

Table of Contents

Trilateral Cooperation Charter

This would be the same Trilateral Commission that is claimed to be either a myth, a hoax, or just some benevolent group that has no interest in creating the North American Union or a New World Order. A link to the entire document is included at the end. This is a non-governmental agency being paid for by taxpayers and private interests of all three countries. Please note when reading the entire document that Mexico, supposedly reknowned for its lack of medical care for its citizens and poor living conditions, was somehow deemed to be the appropriate authority to head up health fraud for all three countries.

The working groups mentioned are all on the taxpayer payrolls somewhere…..but obviously hidden in some none related bill or funded through creative bookkeeping our government is so adept at.

Excerpted from the entire document:

C. Working Groups

The Trilateral Cooperation undertakes its work through Working Groups. Three Co-chairs representing each country head each Working Group. The Co-chairs are responsible for identifying issues for discussion and for seeking the Steering Committee’s support. Current Working Groups include the following:

    * Canada-US-Mexico Compliance Information Group (CUMCIG): Its purpose is to increase the exchange of emergency preparedness and response, compliance and enforcement information between the three countries. The Group coordinates related enforcement activities with counterpart agencies in appropriate cases. Lead Country: United States of America.

    * Mexico-US-Canada Health Fraud Group (MUCH): Its purpose is to maintain a formal framework for cooperation in combating health fraud and to identify appropriate lines of communication to ensure a continual exchange of information on compliance and enforcement activities among the three countries. Lead Country: Mexico.

    * Laboratory Cooperation Working Group: Its purpose is to establish and maintain cooperation in the area of regulatory laboratory operations. Through continual discussions, this group is expected to share information with a view to building confidence in our respective analytical results. Lead Country: Canada.

    * Canada-US-Mexico Training Working Group: Its purpose is to share existing training information, establish a communication strategy between the Training Working Group and the other Working Groups, and to assist in identifying training needs of staff who will be engaged in Trilateral work. Lead Country: United States of America.”

http://www.fda.gov/oia/charter.html#mission

And to think this document was actually produced on the FDA website. What are “working groups” who operate without oversight, in violation of the Logan Act, without informed consent or approval by the citizens of any of the three countries, doing interacting with the FDA? Under what authority are they “harmonizing” the healthcare and economies of three soveriegn countries?

How far will this go before you decide to stand up and object? How much are you willing to forfeit before you say ‘enough!”

This research information was provided to PPJ by JS Rugg.
