<p>By employing a plethora of tax-dodging techniques, 30 multi-million dollar American corporations expended more money lobbying Congress than they paid in federal income taxes between 2008 and 2010, ultimately spending approximately $400,000 every day &#8212; including weekends &#8212; during that three-year period to lobby lawmakers and influence political elections, according to a new report from the non-partisan Public Campaign.</p>
<p>Despite a growing federal deficit and the widespread economic stability that has swept the U.S since 2008, the companies in question managed to accumulate profits of $164 billion between 2008 and 2010, while receiving combined tax rebates totaling almost $11 billion. Moreover, Public Campaign reports these companies spent about $476 million during the same period to lobby the U.S. Congress, as well as another $22 million on federal campaigns, while in some instances laying off employees and increasing executive compensation.</p>
<p>Of the 30 companies analyzed in the report, which include corporate giants such as General Electric, Verizon Communications, Wells Fargo (WFC), Mattel (MAT) and Boeing (BA), 29 of them managed to pay no federal taxes from 2008 to 2010. Only FedEx, which raked in about $4.2 billion in profits during that period, paid a three-year tax rate of 1 percent &#8212; totaling $37 million &#8212; far less than the statutory federal corporate tax rate of 35 percent.</p>

<div><img id="img_caption_1080493" src="http://i.huffpost.com/gen/397108/thumbs/r-WALL-STREET-TAX-large570.jpg" alt="Wall Street Tax" width="570" />WASHINGTON &#8212; A minuscule tax on financial transactions proposed by congressional Democrats would raise more than $350 billion over the next nine years, according to an analysis by the Joint Tax Committee, a nonpartisan congressional scorekeeping panel.The analysis was sent Monday to the offices of Sen. Tom Harkin (D-Iowa) and Rep. Peter DeFazio (D-Ore.), the lawmakers who proposed the tax, and provided to The Huffington Post.</p>
<p>The Wall Street Trading and Speculators Tax Act would impose a tax of 0.03 percent on financial transactions, meaning that longterm investors would barely notice it, but traders who move rapidly in and out of positions would feel its sting and, the authors hope, reduce the volume of their speculation in response.</p>
<p>The European Union is pressing forward with a financial transaction tax, though it is encountering some resistance from the United Kingdom, the financial center of Europe.</p>
<p>In order to be effective, the tax would need to be implemented in most major industrial countries where trading is done.</p>
<p>Some believe that the <a href="http://www.huffingtonpost.com/2011/11/03/sarkozy-transaction-tax_n_1074131.html" target="_hplink">global nature</a> of the Occupy Wall Street movement will boost the chances of the transaction tax being signed into law. While the movement has been criticized for lacking specific demands, protesters have <a href="http://nationalmemo.com/article/financial-transaction-tax-nurses-union-defining-issue-democrats-occupy-wall-street" target="_hplink">voiced their support</a> for a &#8220;meaningful&#8221; tax being placed on Wall Street trading.</p>
<p>Specific solutions to economic inequality are not in short supply. What&#8217;s been missing for years has been the political will to implement them.</p>
<p>&#8220;Occupy Wall Street has just reminded a large majority of the American people that our economy was destroyed by gambling on Wall Street. And that the people who destroyed our economy have been amply rewarded and not prosecuted,&#8221; DeFazio told HuffPost.</p>
<p>The tax would raise $352 billion between January 2013 and December 2021. It faces stiff opposition from congressional Republicans, nearly all of whom have taken a pledge not to support new taxes, as well as ambivalence from some Democrats who rely on Wall Street cash to fund their campaigns.</p>

<p>Democrats have proposed more than $1 trillion of tax increases in a $3 trillion deficit-reduction plan that they dropped with a thud onto the negotiating table of Congress’s supercommittee.</p>
<p>The plan proposed Tuesday by Senate Finance Committee Chairman Max Baucus (D-Mont.) and backed by a majority of Democrats on the panel was presented as a grand bargain that cuts entitlements, stimulates the economy and goes much further than the $1.2 trillion deficit cut required under the August debt-ceiling deal.</p>
<p>More than 50 percent of the deficit reduction in the plan would come from tax increases, one source said.</p>

<p>Britain’s tax authorities have given Goldman Sachs an unusual and generous Christmas present, leaked documents reveal. In a secret London meeting last December with the head of Revenue, the wealthy Wall Street banking firm was forgiven £10m interest on a failed tax avoidance scheme.</p>
<p>HM Revenue and Customs sources admit privately that the interest-free deal is “a cock-up” by officials, but refuse to say who was responsible.</p>
<p>Documents leaked to Private Eye magazine and published in full by the Guardian record that Britain’s top tax official, HMRC’s permanent secretary Dave Hartnett, personally shook hands on a secret settlement last December.</p>
<p>Hartnett is due to be questioned on Wednesday by the Commons public accounts committee. The leaked documents suggest that a previous PAC chairman, Edward Leigh, was misled when he was told it was illegal to reveal details of such cases to parliament.</p>

<p>I liken &#8216;traffic tickets&#8217; to demands made by petty thugs. If some thug demanded your wallet, taking your what remains of your overtaxed hard-earned money, hopefully you would put up some kind of resistance. But if a cop gives someone a traffic citation, only a tiny percentage statistically is ever going to bother fighting it. Most people think it&#8217;s way too time consuming or complicated to fight tickets and win. This in turn contributes to the problem, and police are increasing the number of tickets they hand out, because the masses simply submit and pay up.</p>
<p>In a previous essay I explained why everyone should fight their traffic tickets- every time. I am not a lawyer, but I have had a lot of success in beating traffic tickets <a href="http://helpigotaticket.com/" target="_blank">since I learned how at HelpIgotaticket.com</a> in 2001. The main thing is to simply remember that the number one way you will beat a ticket is by invoking your presumption of innocence. Make the revenue agents prove their case! Without pleading not guilty, you will certainly not beat anything.</p>

<p>I am truly heartened and joyous whenever I beat a trafic ticket. My latest victory was last week involved my first citation as a commercial driver. I was driving through Kern County, California late last year when I pulled through a weigh station in a commercial vehicle- a big rig, 18 wheeler. A woman officer stopped me on the scales and came out, claiming my tires were too far apart. See, in California, the distance between the kingpin and the middle of the rear axle of a tandem can&#8217;t be more than 40 feet, on a 53 foot trailer.</p>

<p>Tandems on big trucks are adjustable, so depending on what state one is driving through, one can adjust the position of the tires. To measure the length of my tires, this woman had used a raggedy looking rolled up tape. It wasn&#8217;t even a regular tape measure. Since my trailer was 53 feet long, she walked to the back and stretched out the tape as far as her arms could reach from the back of the trailer, held the tape in place with her finger and then scooted over and tried to measure the rest of the distance. <strong>That didn&#8217;t look like a competent, accurate, or approved way for a law enforcement officer to measure the tandems. Nevertheless, she issued me a citation which turned out amounted to nearly $200 in fines,</strong> if I wanted to plead guilty and settle the matter.</p>

<p>Now, $200 bucks is actually very little in comparison to the dollar amount of many traffic fines today. However, since I never arbitrarily submit to government, I always make them prove their case. After all- if some hyped-up thug came up and demanded $200 from me threatening force, I&#8217;d take defensive action. What&#8217;s the difference here?</p>
<p>&nbsp;</p>
<p>There is not much of a difference. The state is making an accusation, demanding you sign the ticket to &#8216;promise to appear&#8217; and pay into their extortion racket. If you don&#8217;t appear, the court will issue a warrant for your arrest, suspend your &#8216;license&#8217;, and lock you in a cage. That is why everyone should plead not guilty to traffic fines. if everyone did that, maybe they&#8217;d spend their time actually protecting and serving the public instead of handing out tickets all day to people who are harming no one.</p>

<p>I did not discuss the tandems with the officer whatsoever. Bickering with a cop about their accusation while on the roadside will never accomplish anything. Better to keep your mouth shut, admit nothing, and be as forgetable as possible. Her job is apparently to give tickets, and my job is to fight them. So be it, nothing new here. What I did do, however, was demand the County Seat. And that is where the problem started. The County Seat is every motorists right in California, a right <a href="http://helpigotaticket.com/prevent/venue.html" target="_blank">outlined in the California Vehicle Code</a>. The County Seat simply means the location of the main courthouse in each county.</p>

<p>&nbsp;</p>
<p>When I asked for that, the officer said that she was not going to give that to me. Now, most cops in my experience don&#8217;t even know what the county seat is. I have actually had more than one cop thank me for letting him know what the county seat is. But this scraggly woman was particularly arrogant and obnoxious about her absolute refusal to give me the county seat. &#8220;40502b&#8221;, I explained, and suggested that she call her supervisor if she was confused about my right to the county seat. She was working that weigh station by herself and had about five other people in the office who she was giving tickets to at the same time. She indeed was a pro ticket-giver, I gotta admit that.</p>

<p>More on the county seat issue later. She did eventually concede my point and begrudgingly give me the county seat, which in this case meant I was ordered to appear at the Kern County Superior Court in Bakersfield; much further than this cop&#8217;s local courthouse. This apparently can cause inconvenience for lazy cops who do not like getting up early and driving over 2 hours in rush hour morning traffic! Perhaps this is why she tried to illegally refuse to grant me the county seat.</p>

<p>A week prior to my court date, the first thing I did was get an extension of my arraignment date, over the phone. That gave me about an extra month&#8217;s breathing room. It&#8217;s my experience that the longer one drags these things out, the better your chances to win. Another month later, with my new arraingment date approaching, I called the courthouse and told them I wanted to opt for a TRIAL BY DECLARATION. This is a trial conducted on paper through the mail, which is an option for all California motorists. The good thing about that is that if you lose, you are entitled, if you want it, to get a TRIAL DE NOVO, a brand new trial in person. It&#8217;s like a free shot! Why wouldn&#8217;t everyone use it? In the trial by declaration, the prosecution witness (the cop who issued you the ticket) is required to write out their statement. I have a feeling that cops don&#8217;t get paid overtime to do this, unlike when they go to court in person. Many times, cops simply do not do the paperwork and the since there is no prosecution witness, the charge is dismissed in the interest of justice, as is the case with my friend John Shanahan. John has won several trial by declarations.</p>

<p>I paid my bail over the phone with a credit card and they mailed me the form for a trial by declaration. I filled it out and sent it in. I wrote the words &#8220;Not guilty&#8221; on the form and signed it, because I never opt to give my entire defense in the paper trial. A few weeks later I received notice that the judge found me GUILTY, and included were instructions for requesting a TRIAL DE NOVO, if I wanted one. Of course I opted for the TRIAL DE NOVO. The judge thus vacated the conviction from my trial by declaration, granted my trial de novo, and scheduled my trial for about a month and a half later. The funny thing about circumstances such as this is that I suspect oftentimes, the cop thinks they have already taken care of it and then does not show up for the trial de novo. Also, by this time, over six months have gone by. Even if the prosecution witness (cop) was going to try and fight me, they probably have no memory of any of it.</p>
<p>&nbsp;</p>
<p>On the day of the trial I drove to Bakersfield, CA, a place I have never been nor care to return to. The lazy arrogant cop did not show up. I won. The judge ordered my $200 bail returned. See how easy that was? For goodness sakes, don&#8217;t be a stupid lazy slug. Fight your tickets! Save your money!</p>

<p>Now, for more on the details about this particular cop&#8217;s refusal to give me the county seat. I did not write this above because since people are stupid, if you give them too much information at once, their eyes glaze over and they get confused, and overwhelmed. Since my goal is to encourage everyone to fight tickets, I do not want to make it seem complicated. Nevertheless, if you&#8217;re still interested, here goes.</p>

<p>Now I do not want readers to come away with the notion that asking for the County Seat will cause a problem for them with every traffic cop. I have demanded the County Seat for nearly every ticket I have gotten over the last ten years, since I learned what the County Seat was. I have rarely had any problem getting the cop to write the county seat on the ticket. I know that it&#8217;s my right, and I wasn&#8217;t going to take no for an answer. If the officer does not write the county seat courthouse on the ticket in the space where it demands you to appear, then you will not get the county seat as a location of your arraignment. In my case, I reiterated that I want the County Seat and stated that if she doesn&#8217;t give it to me, I will write the words &#8220;UNDER PROTEST 40502B&#8221; next to my name. I knew that if I didn&#8217;t sign the citation, I could be arrested, so I never refused to sign it. My notation of 40502b would simply be proof of redress, to demand a judge later transfer the hearing to the county seat, since I am entitled to it and demanded it at the time of signature. The woman cop then threatened to arrest me, impound my truck, and keep me in jail for the weekend if I did that!</p>
<p>&nbsp;</p>
<p>&nbsp;</p>
<p><strong>Wow. &#8220;You are a criminal, and will be held accountable for what you&#8217;re doing right now&#8221;, I told her. I continued, &#8220;I hope this is being recorded, because I will get the county seat, and I am filing a formal complaint against you for civil rights violations. Now call your supervisor&#8221;. </strong></p>
<p>&nbsp;</p>
<p><strong>This type of thing is not a joke or a game. I did not shout, curse, or resist. I simply informed the shrew that I am a Catholic Constitutionalist who knows the law, who wins when I go to court, and who does not put up with petty tyrant lawbreakers.</strong></p>
<p>&nbsp;</p>
<p>I think it shocked the officer when I called her a criminal in front of half a dozen people. But I was serious. I literally meant that yes, she was a criminal. There was absolutely no reason or just cause for her to threaten me with arrest simply because I demanded the county seat! That is literally, crazy. I have beaten about 14 tickets over the last 10 years, including winning a case in the Superior Court of Appeals, where I wrote my own legal briefs. This is not to brag, but simply to tell others that if you simply do a little research, study the laws, and demand your DUE PROCESS, anyone can win.</p>
<p>&nbsp;</p>
<p>I told the crazy shrew cop that I want to speak with her supervisor, and when she refused to call one, I demanded their phone number. Finally, she rattled off a phone number. I called it with my cell phone, and the phone on the counter next to her rang. She answered, and I heard her both in person and on the phone. &#8220;Why are you giving me your phone number when I asked for the number of your supervisor?&#8221; I asked into the phone. The bystanders laughed, seeing the crazy absurdity of it all.</p>
<p>&nbsp;</p>
<p>After about a half hour of making me wait to try and punish me, the criminal cop finally gave me the ticket. Since I had spent so much time calling her on her illegal refusal to grant me the county seat, she finally renigged and wrote the county seat on the ticket, and I left.</p>

I proceeded to file an official complaint against this officer, (though the mail) which will stay on her record for 5 years. I suspect that another reason the officer did not show up for the trial is that she did not want to be subject to cross examination by me; (that actually would have been fun). I kept my $200 bucks, and I won.</p>

<p>GE was <a href="http://www.recovery.gov/Pages/TextViewProjSummary.aspx?data=recipientAwardsList&amp;AwardType=CGL&amp;RecipName=general%20electric&amp;PageNumber=2" target="_blank">awarded</a> 44 contracts totaling over <strong>$46,000,000</strong> and 44 grants totaling more than<strong>$79,000,000</strong> from the Obama-Pelosi $757 billion dollar stimulus package. Millions of dollars in stimulus funds were used by GE in green energy projects.</p>
<p>Today GE announced that it was going to gut its offshore wind-power plans.</p>
<p><a href="http://www.forbes.com/sites/williampentland/2011/09/10/ge-guts-offshore-wind-power-plans/" target="_blank">Forbes</a> reported:</p>
<blockquote><p><strong>General Electric, the U.S.-based industrial giant and leading manufacturer of wind-power turbines, is scaling back efforts to expand its presence in the offshore wind power market.</strong></p>
<p><strong>The rationale: there is no meaningful offshore wind market to speak of – at least not yet.  Given slower-than-expected industry growth, the offshore market may not mature as rapidly as many wind boosters once believed.  In 2009, GE moved into the offshore market by acquiring Norway’s ScanWind, a developer of direct-drive turbines, based in the city of Trondheim.</strong></p>
<p><strong>GE is considering laying off about 40 employees in Norway as it scales-back its offshore operations there, according to reports in Recharge. The company has also suspended plans to construct a manufacturing facility in the United Kingdom indefinitely.</strong></p></blockquote>
<p>Immelt also said the <a href="http://blog.cleveland.com/business/2009/04/ge_ceo_jeffrey_immelt_says_oba.html" target="_blank">stimulus would work</a> way back in April 2009.</p>
<p>GE CEO <strong>Jeffrey Immelt</strong>, the head of Barack Obama’s Economic Advisory Panel, was invited to sit with the First Lady during the president’s speech to Congress this past week. He’s been a strong supporter of the president since he took over the White House and his companies have received plenty of government funds as well.</p>

<p>WARWICK, R.I. &#8212; A taxpayer rally to protest the city&#8217;s substantially  increasing local car taxes got off to a slow and damp start at City Hall  Monday but grew quickly with protesters opting to avoid the wet  sidewalks and instead assemble in the council chambers to await the 7  p.m. start.</p>
<p>By 6 p.m., more than 120 people had gathered and were conducting their  own meeting, taking turns at the podium to decry the tax increase.</p>
<p>The council, which was holding its committee meetings, as usual, in a  small basement room, was intermittently off-limits to protesters as  people with business before the committees took up the available 49  seats.</p>
<p>Fire officials were on hand to keep count of the number of people in the  room in the basement. As seats became vacant, uniformed police officers  allowed protesters in.</p>
<p>At one point, rally organizer Rob Cote asked the council if they would  move upstairs to the council chambers where the larger crowd was  waiting. They declined.</p>

<p>The Senate’s top waste watcher, in a new report Thursday, said  taxpayer money has gone to funding jello wrestling in the Antarctic, to  testing the exercise ability of shrimp on a treadmill and to a  laundry-folding robot – all funded by the National Science Foundation.</p>
<p>Sen. Tom Coburn, Oklahoma Republican, said he identified more than $3  billion in mismanagement at NSF, ranging from questionable studies to  exorbitant operating costs, and in some cases the agency duplicates the  operations of other agencies.</p>
<p>At a time when the government is struggling with record deficits, he  said the agency is an example of the kinds of spending taxpayers should  not tolerate.</p>
<p>“There is little, if any, obvious scientific benefit to some NSF  projects, such as a YouTube rap video, a review of event ticket prices  on stubhub.com, a ‘robot hoedown and rodeo,’ or a virtual recreation of  the 1964/65 New York World’s Fair,” Mr. Coburn wrote to taxpayers in  introducing the 73-page report, which has more than 350 footnotes.</p>
<p>In one instance, he said NSF employees, in their spare time, engaged  in a jello-wrestling contest at the agency’s McMurdo research station in  Antarctica. In another instance, the agency paid $559,681 to test sick  shrimps’ metabolism, which one researcher said was “the first time that  shrimp have been exercised on a treadmill.”<br />

Following in the footsteps of a rather ignominious list of nations like  Argentina and Hungary, the government of lreland is set to take its  &#8216;fair share&#8217; of private retirement funds.</p>
<p>Drowning in debt and faced with unpopular, unrealistic, ridiculously  unpopular austerity measures, the government has announced that it will  now tax private pension savings in order to raise 470 million euros  (roughly $675 million) per year&#8230; a lot of money in a country of only  4.4 million people.</p>
<p>Somehow, the government expects to be able to create 100,000 jobs to  bring down an unemployment rate at 14.7%.  Perhaps they plan on hiring  100,000 new workers to go around the country and collect the tax.</p>
<p>It reminds me of what I saw in Bolivia a couple of weeks ago&#8211; there&#8217;s a  tax or toll or fee for nearly everything you do. Driving on the highway  (if you can call it that) outside of Santa Cruz, you pay a toll&#8230;  obviously not for the maintenance of the road, but to pay the salary of  the toll collector.</p>
<p>At the airport, you have to pay an airport tax before departure&#8230;  obviously not for the upkeep and efficiency of the airport (it took  2-hours to make it to my gate), but to pay the salaries of the guys who  collect the airport tax.</p>
<p>This is what politicians consider &#8216;job creation,&#8217; yet these positions  only serve to destroy value.  That they would stick up the retirement  funds of hard working people is even more immoral.</p>
<p>Here&#8217;s the best part, though. If you are a government worker in Ireland,  your pension is exempt. They&#8217;re only going after people in the private  work force.  It&#8217;s truly disgusting logic to force private workers to pay  for years of political incompetence while absolving government  employees.</p>
<p>Coincidentally, there are a few other loopholes as well, particularly  for non-residents and non-resident funds. Apparently those Irish who saw  the writing on the wall and got busy moving themselves and their assets  offshore will get to keep all of their savings.</p>
<p>Ireland is not the first country to call this play, nor will it be the  last. Pension funds are attractive targets for politicians who have wide  eyes and the most carnal thoughts at the site of any large pool of  cash.</p>
<p>Think it can&#8217;t happen where you live? Think again. Late last year, the  French government went through an elaborate process to change its  pension laws, &#8216;legally&#8217; allowing politicians to steal retirement funds  from the public in order to pay off other debts.</p>
<p>In the US, public pensions have been raided for years, Congress  routinely &#8216;borrows&#8217; from Social Security to make up budget shortfalls.   This is what talking heads mean when they play down concerns of a $14  trillion debt &#8220;because we owe it to ourselves&#8211;&#8221;  $4.6 trillion of the  debt is owed to intragovernmental agencies like Social Security.</p>
<p>Chances of this money being repaid to Social Security in full? Slim.   The trend is more debt, not paying off existing debt. In fact, I&#8217;m  convinced that politicians have their eyes firmly fixed on the trillions  of dollars in private, individual retirement accounts (IRAs) in the  United States to fund new spending.</p>
<p>Here&#8217;s how it will go down:</p>
<p>First, there will be some event&#8230; some sort of financial cataclysm, similar to the market meltdown we saw in 2008 after Lehman.</p>
<p>Bear in mind that most IRAs are managed by boneheads at big financial  institutions; they get compensated not based on the performance of their  portfolio, but on the total amount of assets under management.  Your  interests and their interests do not align.</p>
<p>As such, most IRAs are callously tossed into S&amp;P index funds or some  such generic vehicle, citing the safety of broader market  diversification, as if that nonsense they teach in MBA finance classes  is how the real world actually works.</p>
<p>When a big crash occurs, these unhedged broad market positions get  hammered the most. Don&#8217;t worry though, your fund manager will still get a  big fat bonus check, because his performance is irrelevant.</p>
<p>This is when Congress will step in. Citing its desire to &#8216;protect&#8217; the  American people from future market shocks, the politicians will mandate  that a portion of all managed retirement funds be invested in the  &#8216;safety and security&#8217; of US Treasury bonds. And, just to be on the safe  side, let&#8217;s park them in 30-year bonds that yield 4.35%.</p>
<p>Sound fair? Well who asked you anyways&#8230; just be a good citizen and  turn over your money already. The important part is that the big  financial institutions still get their big fat fees, and the government  gets its hands on the mother lode.</p>
<p>This is how US taxpayers will end up being forced to loan their hard  earned retirement savings to the government at rates far below any  expected inflation.</p>
<p>Right now, there is a window of opportunity to take action; US taxpayers  with retirement accounts can set up a special kind of IRA structure  that allows you to take control of your retirement savings, and even  ship it offshore if you want to, completely legitimately.</p>
<p>After taking control of your IRA, you can do any number of things&#8211; buy  and store gold and silver coins overseas; hold foreign currencies in an  offshore bank account; buy securities on international stock exchanges;  purchase agricultural property overseas, or even a beautiful apartment  on the beach in some sunny country.</p>
<p>The possibilities are incredible&#8230; but the most important thing is that  you get this retirement money off the radar of the politicians before  they pull an Ireland and announce some new measure, virtually overnight.  These things can happen very, very quickly.</p>
<p>I&#8217;ve talked about this before a number of times, and every time I read  the news of yet another country taking this approach, it serves as a  reminder to take action.</p>

<p>There is a lot more to taxes than simply paying the bill.  Taxpayers must spend significantly more than $1 in order to provide $1  of income-tax revenue to the federal government.</p>
<p>To start with, individuals and businesses must pay the government the  $1 in revenue plus the costs of their own time spent filing and  complying with the tax code; plus the tax collection costs of the IRS;  plus the tax compliance outlays that individuals and businesses pay to  help them file their taxes.</p>
<p>In a study published last week by the Laffer Center, my colleagues  Wayne Winegarden, John Childs and I estimate that these costs alone are a  staggering $431 billion annually. This is a cost markup of 30 cents on  every dollar paid in taxes. And this is not even a complete accounting  of the costs of tax complexity.</p>
<p>Like taxes themselves, tax-compliance costs change people’s behavior.  Taxpayers, whether individuals or businesses, respond to taxes and  tax-compliance costs by changing the composition of their income, the  location of their income, the timing of their income, and the volume of  their income. So long as the cost of changing one’s income is lower than  the taxes saved, the taxpayer will engage in these types of  tax-avoidance activities.</p>

<div>(1)  If the rich paid their fair share in taxes and if corporate loopholes  were closed, the Wisconsin deficit would disappear overnight. The rich  and the corporations have consistently lobbied to keep their taxes  low. And by providing generous political contributions to both Democrats  and Republicans, they have succeeded.</div>
<div>(2)  During the past three decades inequalities in wealth have shot off the  charts. They are now greater than ever before in U.S. history, because  of a massive transfer of wealth from working people to the wealthy. This  is in part because the rich and the corporations have succeeded in  lowering their taxes and eliminating regulations on their businesses, in  part because fewer workers are unionized, and in part because jobs have  migrated overseas or have been wiped out by technology.</div>
<div>But  these growing inequalities are undermining the U.S. economy. The  corporations are sitting on record profits, but they are not hiring  because there is little demand for their products. When the rich  monopolize the vast majority of society’s wealth, working people are  left struggling to make ends meet and curtailing their purchases.</div>
<div>If  the Wisconsin public workers make concessions, the inequalities in  wealth will be increased, crippling the economy even more. And  capitulation will invite more attacks. Public workers in other states  will be told they are making too much. And once all the public sector  workers suffer defeat, then the private sector workers will be targeted  once again on the grounds that they make more than public sector  workers. It will be a race to the bottom, and the inequalities in wealth  will further accelerate because the rich will assure you that they can  never have enough.</div>
<div></div>
<div>(3) We can wage a stronger battle in Wisconsin if we refuse to accept concessions.</div>
<div></div>
<div>At  the outset of the struggle, many Wisconsin union officials signaled  that they were prepared to accept concessions, which are being demanded  in many states by Democrats and Republicans alike. But when Wisconsin  public workers themselves were interviewed, one after another rejected  the concessions. They know better than anyone that the concessions are  not affordable, especially when they come on the heels of earlier  concessions they felt compelled to accept.</div>
<div>Then  the National Nurses Union came to the defense of the public workers by  demanding no concessions. They organized a strategy meeting in Madison  on this basis. And when Michael Moore addressed the crowd on March 5 in  Madison and implied there should be no concessions, the huge crowd  roared its approval.</div>
<div>So  the question of concessions has introduced a wedge between the union  officials on the one hand and many of the public workers and their  supporters on the other hand.  Removing this wedge will result in a much  stronger movement.</div>
<div>But  even more, what public worker would want to throw him or herself  entirely into a struggle for a 10 – 15 percent reduction in pay and  benefits?</div>

<div>(4)  The union officials would say in their defense that according to polls  taken in Wisconsin before the battle began, the public supported  concessions for Wisconsin workers. But a more recent New York Times/CBS  poll reported that 56 percent of Americans now reject imposing cuts on  public workers. Union officials must not make a fetish of polls, because  public opinion can change rapidly. Once Wisconsin workers started  putting up a fight, it changed everything. They caught the public’s  attention. And the Wisconsin firefighters’ strong support of their  public sector coworkers made an impact, because the firefighters were  not facing the same threat of cuts.</div>
<div></div>
<div>Ordinary  people get it immediately when presented with the facts about the  growing inequalities in wealth, the ever-decreasing taxes on the rich  and the corporations, and the increasingly difficult struggle of working  people to maintain a dignified standard of living. Instead of  capitulating to the polls, unions must launch their own offensive, stand  up for what is right, educate the public by purchasing one-page ads in  Wisconsin newspapers across the state, lay out all the facts clearly,  and then let the people of Wisconsin make an informed decision. Union  officials must not abandon public opinion to the corporate-owned media.</div>

			<content:encoded><![CDATA[<p>With  the Federal Reserve now actively participating in capital  markets, it   should be noted that just like every other asset manager,  the Fed has  to be held  accountable for its trading efficacy. After all,  the  Treasury takes every  opportunity to remind the US public how  courtesy  of record amounts of new  government debt, it has managed to  make  “profits” on its assorted investments,  which are merely transfers  of  risk from one entity to another, and the “another”  being the US   taxpayer, although not directly, but indirectly via the now  ludicrous   amount of US debt which will never be repaid. Which is why the US    taxpayer may want to know that in just the most recent POMO schedule –   that from  early November to December <strong>- the Federal Reserve has   lost $2.4 billion  in taxpayer capital by its mistimed market   operations, primarily due to the  recent rise in interest rates.</strong> This is $2.4 billion that has not  evaporated, but instead has been   transferred to Primary Dealers under the  “profit on trade” category.   This is also money that will be used to determine,  <strong>and fund</strong>, banker bonuses.</p>
<p>John Lohman breaks down the specifics of the P&amp;L calculation:</p>
<p>Announced par purchases: $106,300,000,000</p>
<p>Actual Market Value Paid:   $116,457,219,800</p>
<p>Market Value 12/10/10 :    $114,032,149,219</p>
<p><strong>Taxpayer Profit/(Loss):   ($2,425,070,661)</strong></p>
<p>The money transfer continues, but much more concerning, the Fed   continues to  assume ridiculous amounts of interest rate risk on behalf   of taxpayers with  absolutely no Plan B should it lose control of the   situation.</p>
<p>As Zero Hedge readers known by know, the <a href="http://www.zerohedge.com/article/why-fed-actively-managing-25-billion-maiden-lane-mbs-portfolio-when-its-24-trillion-soma-hol">DV01  on the Fed’s total rate holdings </a>was   recently estimated at about $1 billion.  This number refers to a Fed   balance sheet as of April 2010: extending the  calculation for the Fed’s   current ballooning holdings, means that the DV01, or  the P&amp;L   impact from every basis point move up or down, is now about $1.5    billion. <strong>In simple terms, a 1% move in rates will result in a $150  billion loss to taxpayers</strong>!   And so on: 2% – $300 billion, 3% – $450,  although technically not in a   linear fashion, as by then the convexity impact  will make losses   progressively larger. And that’s not all – by the time QE2 is  over, and   the Fed’s balance sheet is about $3.5 trillion, <strong>DV01 will be just under $3  billion</strong>!</p>

<p>Basically what this confirms is that should the Fed lose control of   interest  rates, the losses to Americans will be in the hundreds of   billions, if not  trillions, wiping out any imaginary profit from TARP   repayments and other  marginal optical illusions.</p>
<p>And two more thoughts: strike any thoughts that QE2 is just $900   billion of  fund transfers to Primary Dealers. As we have said before,   this is the notional  amount of debt bought back. Adjusting for market   values, means that the Fed will  actually transfer well over $1 trillion   in actual cash to Primary Dealers.</p>
<p>Second: the Fed is blasting headlong into a potential inflationary   situation  with absolutely no rate hedes. When will the Fed actually   start managing the  downside risk on its SOMA portfolio? When will Ben   Bernanke or Brian Sack  finally direct BlackRock to buy some upside   rates protection. Of course, should  the Fed do that, the move in the   market predicated by the need to hedge a $2.5  trillion rate portfolio   would itself start a massive sell off in rates  instruments due to the   feedback loop nature of modern “efficient” and volumeless  markets.<br />

<p>The development of a monetary system to follow on from 1971’s Bretton  Woods II will take time, but it’s time to start, World Bank President  Robert Zoellick writes in the Financial Times.</p>
<p>This week’s summit of the Group of 20 leading economies in Seoul  presents a test of international cooperation offering an opportunity for  a key group of G20 countries to agree on parallel agendas of structural  reform, Zoellick writes.</p>
<p>For instance, the U.S. and China could reach agreement on mutually  reinforcing moves to stimulate further growth, such as a course for yuan  appreciation, or a move to wide bands for exchange rates, the World  Bank chief writes.</p>
<p>Other major economies should agree to forgo currency intervention,  except in rare situations agreed to by others, Zoellick says. These  moves would help emerging economies to deal with asymmetries in  recoveries by applying flexible exchange rates and independent monetary  policies, he writes.</p>
<p>The system should evaluate using gold as a reference point of market  expectations about inflation, deflation and future currency values,  Zoellick writes, noting that while textbooks may view gold as “old  money,” markets use it today as an alternative monetary asset.</p>

<p>Tax officials throughout the Washington region are trying new and often  extraordinary measures to collect tens of millions of dollars in  delinquent payments, as huge projected budget deficits threaten to slash  public services.</p>
<p>Together, Washington-area localities are owed more than $40 million  in overdue real estate taxes from fiscal 2010 alone. Additional millions  in unrecovered fines, fees and personal property tax revenues compound  those shortfalls.</p>
<p>They say they have been able to maintain historically high collection  rates, but only by resorting to unusually aggressive collection  methods.</p>
<p>“We give people appropriate notice, but if they ignore us, we’ll just  drive out to their house and remove their car from their driveway.  That’s an attention getter,” said Arlington County Treasurer Frank  O’Leary.</p>
<p>O’Leary said he has used such tactics in the past, but lately has encountered a startling new phenomenon.</p>
<p>“This year I sent my people out to collect some vehicles, and they  came back and said the properties had been abandoned,” O’Leary said.  “That had never occurred in Arlington in all the years I’d been  treasurer, and it was really sobering to hear that.”</p>
