Source: Washington Examiner

President Obama’s State Department announced, during a press briefing today, the creation of the Bureau of Counterterrorism, which will coordinate with United States entities such as the Department of Homeland Security (DHS) and foreign governments to develop civilian counterterrorism strategies and operations.

“The mission of the new bureau will be to lead the [State] Department in the U.S. Government’s effort to counter terrorism abroad and to secure the United States against foreign terrorist threats,” Ambassador Dan Benjamin told reporters. “The bureau will lead in supporting U.S. counterterrorism diplomacy and seek to strengthen homeland security, countering violent extremism, and build the capacity of partner nations to deal effectively with terrorism.”
The bureau has previously operated on a smaller scale as an office under Benjamin. The upgrade comes as Obama has enjoyed foreign policy success due to the killing of Osama bin Laden, but also faced criticism over a quick withdrawal from Iraq, increasing aggression from Iran, and for negotiating with the Taliban in Afghanistan and Pakistan. “I want to underscore we all know that there is no way to shoot our way out of this problem conclusively and forever,” Benjamin said today, “and that’s why strengthening our engagement with others to support their civilian institutions so that they can actually hold that territory, police that territory, try people who want to carry out violent attacks either against people who live there or abroad, is an absolutely vital undertaking.”

The bureau will focus on foreign terrorists, but their activities have some bearing on domestic security. It collaborates with “the Department of Homeland Security to work jointly to stop terrorist travel, to improve aviation security,” for instance, but will focus more on “the bilateral kind of diplomacy that we do with others on a number of different issues, whether it has to do with how we reduce the space that terrorist groups have to fundraise, [or] to operate,” Benjamin explained.

Source: The BLAZE

America’s longest economic recession since WWII, ended in June of 2009. The recession’s end means that our economy has allegedly been in recovery mode since July of 2009, more than two and a half years.

If we are in recovery, why have American’s incomes dropped more during the recovery than they did in the recession? The facts are clear.

Personal incomes fell during the recession by 3.2%.

During the recovery (since July 2009), personal incomes have fallen an additional 6.7%.

Those numbers were posted in a report by Sentier Research using numbers provided by the U.S. Census. (The RED line is the Household Income Index)

The Obama administration has been touting the “recovery” of the American economy and yet this recent data seems to demonstrate that the average household is still waiting for some of the benefits seen in the stock market.

Jeff Anderson of The Weekly Standard drilled deeper into the Sentier report and found even more information that might be cause for concern in the White House.

The income drop was steeper for those under 25 years of age (their incomes were down 9.5 percent), for those between 25 and 34 years of age (down 9.8 percent), for black Americans (down 9.4 percent), for families with three or more children (down 9.5 percent), and for families headed by part-time workers (down 11.5 percent).

Young people and African Americans were two of the strongest voting blocks for Barack Obama in the 2008 election. Seeing that both of those groups are being hit harder than the rest of the population represents an opportunity for the GOP and a challenge for Obama.

Natural News

EXCERPT

January 4, 2012

“My Administration has consistently opposed such measures. Ultimately, I decided to sign this bill not only because of the critically important services it provides for our forces and their families and the national security programs it authorizes, but also because the Congress revised provisions that otherwise would have jeopardized the safety, security, and liberty of the American people. Moving forward, my Administration will interpret and implement the provisions described in a manner that best preserves the flexibility on which our safety depends and upholds the values on which this country was founded.”
The president went onto say that the provisions in question – specifically Sect. 1021, which he said merely “affirms the executive branch’s authority to detain persons covered by the 2001 Authorization for Use of Military Force.” He describes the provision as “unnecessary.”

President Obama stated: “Two critical limitations in section 1021 confirm that it solely codifies established authorities. First, under section 1021(d), the bill does not limit or expand the authority of the President or the scope of the Authorization for Use of Military Force. Second, under section 1021(e), the bill may not be construed to affect any existing law or authorities relating to the detention of United States citizens, lawful resident aliens of the United States, or any other persons who are captured or arrested in the United States.”

In other words, the president is using Washingtonspeak to say he already had the authority to do what the NDAA law merely “codifies.” So the danger that many Americans, lawmakers and advocacy groups are concerned about is why this president claimed the authority to kill an American citizen in… who had not actually carried out any terrorist attacks against the U.S., but was only suspected of wrongdoing.

What about the next resident of the White House and the next?

The measure, which passed by wide majorities in Congress, says the US military has the power to detain terror suspects without trial for as long as the US global anti-terror campaign is waged.

Obama was particularly troubled by a section of the bill which appears to leave open the option that a US citizen who is considered a terror suspect could be detained indefinitely in military custody.

“I want to clarify that my Administration will not authorize the indefinite military detention without trial of American citizens,” Obama said.

“Indeed, I believe that doing so would break with our most important traditions and values as a nation.”

The new law revives debate over the complicated legal thicket surrounding the treatment of terror suspects and over rules hurriedly drawn up by the previous Bush administration after the September 11 attacks in 2001.

Obama has sought to preserve the option of trying some terror suspects in federal courts, or for those accused of plotting new attacks against the United States to be processed through the civilian legal system.

“I reject any approach that would mandate military custody where law enforcement provides the best method of incapacitating a terrorist threat,” Obama said in the signing statement.
WSWS, December 16, 2011

The Senate’s 86-to-13 vote in favor of the legislation followed its approval in the House of Representatives Wednesday. It also came after the announcement by the White House that President Barack Obama would not exercise his power to veto the measure, which is included in the National Defense Authorization Act (NDAA), a $662 billion package to fund Washington’s war machine.

The bill mandates that anyone accused of being a terrorist be “detained without trial until the end of hostilities” in a military prison. While it requires such treatment for non-citizens, it authorizes it for citizens arrested on US soil, if the president decides they merit this extra-constitutional punishment.

This piece of legislation enshrines in law the worst of the crimes carried out under the Bush administration and provides legal sanction for an American military-police state. The sweeping bipartisan support it received in both houses of Congress has provided definitive proof that there exists no constituency for the defense of democratic rights within the American political establishment and its two big business parties.

For that matter, the passage of a law that shreds the founding principles of the American republic has raised barely a murmur of concern from the corporate-controlled mass media. They have no intention of making this a matter of public debate. For millions of American working people, however, the action is of the gravest importance.

The Senate’s vote came precisely 220 years to the day after the passage of the Bill of Rights, the first ten amendments to the US Constitution, on December 15, 1791.

These amendments spelled out basic democratic freedoms—including freedom of speech and of the press; freedom from unreasonable search and seizure; the right to due process; and the right of anyone accused of a crime to a speedy and public trial by an impartial jury. They were passed in order to codify the democratic gains of the American Revolution and to protect the people of the new republic from a return to the abuses that had been carried out against them under the colonial rule of the British monarchy. They represented a concretization of the “inherent and inalienable” rights proclaimed by the Declaration of Independence to “life, liberty and the pursuit of happiness”.

With virtually no debate, and in the name of an unending “global war on terror”, the Senate and the House have passed legislation that allows for the abrogation of all of these rights by a president endowed with police state powers that would amaze even old King George.

Indeed, despite the attempts of liberal and pseudo-left groups to promote illusions that Obama would veto the legislation because of concerns over its assault on democratic rights, the Democratic president’s only worry was that it might call into question the sweeping powers that he and his predecessor, George W. Bush, have already seized. Thus, the White House intervened directly in the debate to assure the removal of language included in an earlier draft of the legislation explicitly stating that American citizens arrested on US soil would not be subject to indefinite military detention.

Obama had already made it clear that he upholds the power of the president to throw anyone he chooses into a military prison without charges or trial. Indeed, he has gone substantial steps further than his predecessor in the White House, asserting the right to act as judge, jury and executioner in the state murder of American citizens deemed to be terrorists. He has exercised this supposed right in the extra-judicial execution of Anwar al-Awlaki and others.

Many of the Democrats who voted for the legislation voiced muted reservations about the military detention provisions. Typical was Senate Majority Leader Harry Reid, who allowed that the bill was “not perfect”, but represented “a major accomplishment in support of our troops”. There is a definite logic to such arguments: the unending US wars of aggression abroad are inseparable from the assault on democratic rights and social conditions at home.

Both arise out of the historic crisis of US capitalism. This crisis finds its sharpest expression in the historically unprecedented social polarization that has become the defining feature of American society. The immense divide between the financial oligarchy that monopolizes wealth together with economic and political power, and the working class, the vast majority of the population, which confronts declining living standards, mass unemployment and steadily deteriorating social conditions, has never been so stark.

Based on this malignant social foundation, democratic rights and democratic forms of rule become increasingly untenable. The ruling elite is compelled to seek a new framework for defending its wealth and power, one that is decidedly at odds with the principles laid down in the US Constitution and Bill of Rights.

The creation of this new framework has been in progress for over a decade. Following a protracted period characterized by the decay of American democracy and the growth of social inequality came the stolen election of 2000, with the right-wing majority of the US Supreme Court installing a president who had lost the popular vote.

Then the events of September 11, 2001, which have yet to be seriously investigated or explained by the American government, provided the pretext for launching two wars of aggression and enacting—with bipartisan support—a plethora of repressive legislation, from the Patriot Act to the Homeland Security Act, together with the adoption of torture, targeted assassination, extraordinary rendition, domestic spying and unlawful detention as official state policy.

These methods have been continued and intensified by Obama, who won his 2008 election victory in no small part due to popular revulsion for the actions of his predecessor. That they have now been openly enshrined in law by the Democratic-controlled Senate demonstrates that they were not merely the excesses of a single president or the product of a specific right-wing ideology.

Rather, they are the outcome of the class contradictions within American society and the historic crisis of US capitalism. With the financial meltdown of 2008 and the continuous deepening of the most severe crisis since the Great Depression of the 1930s, the slide towards the methods of police state dictatorship has only accelerated.

While supporters of the measures passed by the Senate Thursday invoked the supposedly ubiquitous threat of terrorism, their insistence that the United States itself be defined as a “battlefield” has a more far-reaching significance.

The explosive development of the Occupy Wall Street protests and the nationally coordinated campaign of police repression used to disperse them are only a precursor of far greater social struggles to come. Masses of working people are being pushed into class struggle by increasingly intolerable conditions of life.

The ruling oligarchy knows that its policies of making the working class pay for the crisis of the profit system must give rise to revolutionary social opposition and it is preparing accordingly. The working class must do likewise, mobilizing its independent political power in struggle against the threats of police state dictatorship and the capitalist profit system from which they arise.

Speaking to conspiracy talk show host Alex Jones on Tuesday, Rep. Ron Paul (R-TX) said he believes that Attorney General Eric Holder should be “immediately fired,” and that President Barack Obama is pushing for the legalization of “martial law” in the U.S.

In his comments about Holder, Paul, who’s in a close second place among Iowa Republican primary voters, suggested that his role in the “fast and furious” gun-running scandal should be enough to leverage him from office.

“He should be immediately fired and then there should be an investigation to find out if charges should be made,” he said. “That’s obviously over the top. All these kind of sting operations and false-flag, this is criminal. They do it constantly. I think they were doing that when there was this so-called attempt to kill the Saudi, or, the Iranian ambassador. That kind of stuff. They should be investigated.”

He went on to say that although House Republicans are investigating Holder, he wasn’t sure if the attorney general would ever face charges. “But I think he deserves to have charges up against him,” Paul added.

Holder, who put a stop to the sting operations that saw U.S. agents selling guns to straw buyers, then attempting to track them as they made their way into Mexico, has said he will not resign over the scandal. About 2,000 guns went missing in the investigation. Though several hundred have been recovered, many of them were found at gruesome cartel crime scenes.

The Republican frontrunner also took issue with the inclusion of an “indefinite detention” provision in a defense budget authorization bill that recently made its way through Congress. The provision cements into law the power claimed by the Bush administration and reaffirmed by the Obama administration, letting authorities detain American citizens under military custody, without formal charges against them or access to legal representation.

As a candidate, then-Senator Obama said repeatedly that should not happen in the U.S., but as president he pushed Congress to approve that very power, and created by executive order a system of once-yearly reviews for detainees in military custody. He’s threatened to veto the bill, which is currently being renegotiated, but only because it imposes too many checks on the administration’s power to detain prisoners.

“You know our government has been involved with the CIA, in overthrowing governments for a long, long time, and of course last spring, I guess it was in February, the administration admitted they could assassinate American citizens,” Paul told Jones. “Now they’re putting it into law. This, to me, is an extremely wrong way to go. This is a giant step. This should be the biggest news going right now, literally legalizing martial law.

WASHINGTON (AP) — Top national security lawyers in the Obama administration say U.S. citizens are legitimate military targetswhen they take up arms with al-Qaida.

The lawyers were asked at a national security conference Thursday about the CIA killing of Anwar al-Alwaki, a U.S. citizen and leading al-Qaida figure. He died in a Sept. 30 U.S. drone strike in the mountains of Yemen.

The government lawyers — CIA counsel Stephen Preston and Pentagon counsel Jeh Johnson — did not directly address the al-Alwaki case. But they said U.S. citizens don’t have immunity when they’re at war with the United States.

Johnson said only the executive branch, not the courts, are equipped to make decisions about who qualifies as an enemy.

Withdrawing from Iraq has meant new missions for U.S. combat units and military hardware.

American commanders are negotiating with Kuwait to allow about 3,500 troops to redeploy to the Gulf emirate. The country already hosts 20,000 U.S. service personnel, although defense officials contend the additional soldiers won’t necessarily boost the total in Kuwait because some in-country may get shipped elsewhere.

Meanwhile, the U.S. is working on finding new homes for some of its Predator drones.

At least four of the unmanned aircraft were shipped to Incirlik Air Base in southern Turkey in October. The decision came before Turkish leaders asked Washington to sell it drones for use against the Kurdistan Workers’ Party (PKK).

Other drones may wind up in Texas, where some local officials want to bolster anti-drug and anti-illegal immigration campaigns along the border with Mexico.

On Friday, October 14, President Barack Obama announced he would be sending 100 Joint Special Operations Command (JSOC) forces to Uganda to “remove from the battlefield” (meaning capture or kill) the leader of the Lord’s Resistance Army (LRA), Joseph Kony. ”I believe that deploying these U.S. Armed Forces furthers U.S. national security interests and foreign policy and will be a significant contribution toward counter-LRA efforts in central Africa,” wrote Obama in a letter to U.S. House Majority Leader, John Boehner, R-OH.

The LRA, whose horrific deeds have been have been well-documented by scores of human rights reports and the documentary film, Invisible Children, can best be described as a Christian cult militia engaged in violent armed rebellion against the Ugandan government, located primarily in northern Uganda, the Democratic Republic of the Congo, and South Sudan. An arrest warrant was issued in 2005 by the International Criminal Court against the LRA leadership for war crimes and crimes against humanity. Kony, the LRA ringleader, possibly has over 80 wives (i.e. sex slaves), according to a 2009 story by the Guardian, and has fathered over 40 children.

It gets worse.

According to a May 2009 article in Newsweek, ”[H]e and the hundreds of forcibly conscripted children who serve as his killing squads are feared throughout the region for their horrific levels of brutality and the butchery of tens of thousands of defenseless civilians. Their swath of destruction has displaced well over 2 million people. Kony has forced new male recruits to rape their mothers and kill their parents. Former LRA members say the rebels sometimes cook and eat their victims.”

The mainstream media, at least those who have covered this new U.S. military adventure, have taken the Obama administration at face value on its stated claim that JSOC troops are necessary in Uganda and neighboring countries, for the purpose of murdering the elusive and brutal war criminal-at-large, Joseph Kony.

But is this the true motive for sending JSOC troops into the region? A probe into the last several years of geopolitical posturing in Africa by the United States reveals another tale. It is the tale of a 21st century “scramble for Africa” for the procurement of oil, using imperial tools, such as drones, mercenaries and military bases, in a desperate effort to gain control of this valuable commodity.

An African Scramble for Oil

In October 2008, AFRICOM, the United States Africa Command, became the U.S. military’s sixth regional Unified Combatant Command center, joining those already housed in South America (SOUTHCOM), North America (NORTHCOM), Europe (EUCOM), the Middle East (CENTCOM), and the Pacific (USPACOM). The Unified Combatant Command centers serve as regional strategic hubs for the U.S. military planners to plot and implement the ways in which the U.S. will dominate these various regions for whatever it might deem to be in line with the national interest or national security purposes.

AFRICOM, though, did not come out of the blue and was years in the making before its realization. Not long after 9/11, in early January 2002, a key symposium titled “African Oil: A Priority for U.S. National Security and African Development” took place in Washington, DC; it was hosted by the neoconservative think-tank, the Institute for Advanced Strategic and Political Studies (IASPS).

IASPS is most famous for its authorship of a paper called “A Clean Break: A New Strategy for Securing the Realm,” a 1996 paper that, among other things, called for the overthrow of Saddam Hussein in Iraq, foreshadowing the 2003 invasion of Iraq by the neoconservative-lead Bush administration foreign policy team.

At the symposium, then Assistant Secretary of State for Africa, Walter Kantsteiner III, stated, “African oil is a national strategic interest…[and] it’s people like you who will…bring the oil home.”

Later, in May 2004, Kantsteiner chaired a congressionally funded Africa Policy Advisory Panel report titled, “Rising U.S. States in Africa,” in which he stated, “African oil is of national strategic interest to us, and it will increase and become more important as we go forward.”

In the midst of these summits, the U.S. set up crucial military bases — in spring 2003 in Djibouti, a base called Camp Lemmonier, and in 2004 at Entebbe International Airport in Uganda.

The U.S. was now firmly implanted in the region to begin an African safari, featuring, most prominently, tours of prospective and already existing oil rigs and pipelines spanning every contour of the continent.

Oil Safari to Uganda

Not long after AFRICOM became a reality, multinational corporations also flocked into Uganda to search for oil.

The search was a flaming success story, with 2.5 billion barrels of oil now having been discovered, but still to this date, not yet procured. The royalties accompanying the oil’s usage could reach up to $2 billion a year by 2015, reported the Economist in May 2010.

This oil is located off of Lake Albert in northwest Uganda, a lake shared by both Uganda and the Democratic Republic of the Congo (DRC).

Multinational corporations are required to sign something known as a Production Sharing Agreement (PSA) with the Ugandan government in order to drill for Uganda’s oil. In essence, a PSA is a contractual agreement between a foreign corporation benefiting from a country’s resources and the government of a country whose resources are being benefited from.

In October 2006, according to a WikiLeaks cable, Tullow Oil, a British company, and Heritage Oil, a Canadian company, signed a PSA with the Ugandan government, led by President Yoweri Musveni. This particular PSA, though, was no ordinary one, and indeed, could serve, in part, as an explanation for the logic of Obama’s October 14 announcement.

For the first three years the PSA was signed, the details were kept secret from everyone but upper-level Tullow and Heritage executives and Museveni’s inner circle. A February 2010 report written by PLATFORM, a British nonprofit organization, titled, “Contracts Curse: Uganda’s oil agreements place profit before people,” explains the PSA best and for the first time, made public its content.

The PSA, PLATFORM explained, “contain[s] no clauses covering security provision[s]…There is no public agreement setting out the relationship between the oil companies and the military or police forces. Thus it is unclear what promises and guarantees the Ugandan government has made to ensure security and what rights the oil companies have been awarded.”

This raised numerous vital questions for PLATFORM, including, “Do oil company security or private military contractors have the right or authority to arrest, injure or kill those they perceive as a threat?” and “Is the Ugandan government incentivised to prioritise security interests over the human rights of local populations?”

That same report also included revelations by PLATFORM that the Ugandan government had constructed a “new military base on ten square miles” near Lake Albert, where the oil was located. The report also disclosed that Museveni had created something called an Oil Wells Protection Unit (OWPU), which amounted to his own security forces, or mercenaries, guarding oil rigs.

Concerned about the OWPU, PLATFORM wrote, “Apparently its mandate is ‘to provide physical security for the oil and gas industry’ and ‘conduct strategic intelligence activities in all areas where oil will be processed and marketed.’ However, the OWPU has no Web site and no clearly known structure or chain of command…In this context, the OWPU could easily be misused to repress opposition to oil extraction activities, further political gains by the government and commit human rights abuses without accountability.”

Enter Heritage Oil and Ties to Private Mercenary Armies

Possibly the most crucial fact about the undisclosed clauses concerning security provisions in the PSA, was this vital detail: The Canadian oil company Heritage, which is owned by Tony Buckingham, who many credit for being the first innovator behind the modern-day private military corporation (PMC) (think Blackwater USA, now known as Xe Services), was formerly the main stakeholder in the Albertine Basin.

In 2010, Heritage sold its stake in the project to the British company Tullow Oil for $1.5 billion. Though Heritage is no longer exploring for oil in the hopes of drilling for it in Uganda, Buckingham’s background and business connections are still crucial to grasp.

Buckingham is a former officer of the British Special Air Service (SAS) — a parallel to the U.S. JSOC forces sent into Uganda by Obama — according to a 1997 story. In 1992 Buckingham became the founder and CEO of Heritage Oil. A year later, in 1993, Buckingham founded a PMC called Executive Outcomes (EO). EO officially closed shop in 1998, but during its time of existence, it consistently followed in the footsteps of the locations that Buckingham took Heritage’s oil rigs. And Buckingham’s close ties to mercenary armies did not terminate with EO’s fall. Instead, he formed a special relationship with a key figure, the half-brother of Ugandan President Yoweri Museveni, Salim Saleh.

The special relationship between Saleh and Buckingham also goes a long way toward explaining the Obama decision to invade Uganda.

Salim Saleh, Erik Prince, and Guns-For-Hire in the Horn of Africa

Upon the eclipse of EO in 1998, rather than decay into oblivion, it instead morphed into a multi-tentacled machine of various PMC split-offs, the most crucial of which, at least as far as Uganda is concerned, is Saracen International.

Salim Saleh owns a 25-percent stake in Saracen. “[Saracen International] was formed with the remnants of Executive Outcomes, a private mercenary firm composed largely of former South African special operations troops who worked throughout Africa in the 1990s,” explained the New York Times in a January 2011 article.

Saleh, now Museveni’s military adviser, is a former high-ranking official for the Uganda People’s Defence Force, the military of the Ugandan government. He is also a well-connected mercenary, as seen through his ownership stake in Saracen.

Saracen, in turns out, also maintains an important relationship with Blackwater USA founder and CEO, Erik Prince.

The same article that revealed the ties between EO and Saracen International also revealed that Prince possesses an ownership stake in Saracen. The Times wrote, “According to a Jan. 12 confidential report by the African Union, Mr. Prince ‘is at the top of the management chain of Saracen and provided seed money for the Saracen contract.’”

Blackwater, under Prince’s leadership, has been involved in the game of guns-for-hire in the Horn of Africa since February 2009, according to a WikiLeaks cable. The cable reveals that Blackwater won a contract to operate an armed ship, called McArthur, from a port in Djibouti, the country which is also home of the U.S. military’s Camp Lemonnier base.

The cable also reveals that McArthur “will have an unarmed UAV” (Unarmed Vehicle, aka a drone), “will likely engage…Kenya in the future,” and that Blackwater “has briefed AFRICOM, CENTCOM, and Embassy Nairobi officials.” In other words, this means the Prince and Blackwater mission had the blessing of top-level U.S. military and diplomatic officials.

Could Prince’s and Saleh’s guns-for-hire be teaming up with JSOC forces in the Albertine basin to guard oil rigs? History provides some highly relavant precedent.

Erik Prince, Blackwater USA and Oil: History Repeating Itself?

Prince’s Blackwater has been involved in such engagements before. Rewind to Azerbaijan and Iraq, where Blackwater was tasked with guarding crucial oil pipelines and oil wells for the world’s wealthiest oil and natural gas corporations.

Investigative journalist Jeremy Scahill, in his book Blackwater: The Rise of the World’s Most Powerful Mercenary Army, revealed that “Blackwater USA was hired by the Pentagon…to deploy in Azerbaijan, where Blackwater would be tasked with establishing and training an elite…force modeled after the U.S. Navy SEALs that would ultimately protect the interests of the United States and its allies in a hostile region.

“Blackwater joined a U.S. corporate landscape [in the region] that included…corporations such as Bechtel, Halliburton, Chevron-Texaco, Unocal and ExxonMobil … Instead of sending in battalions of active U.S. military to Azerbaijan, the Pentagon deployed…Blackwater…that would serve a dual purpose: protecting the West’s new profitable oil and gas exploitation in a region historically dominated by Russia and Iran, and possibly laying the groundwork for an important forward operating base for an attack against Iran,” Scahill continued.

Azerbaijan, like Uganda, is home to a vast array of oil and natural gas, and also a key pipeline, the Baku-Tbilisi-Ceyhan pipeline, which, after reaching its respective coastal homes in Azerbaijan, Georgia and Turkey, ends up on the global export market.

In Iraq, as revealed by the Guardian in a March 2004 article, Blackwater, via a Pentagon contract, recruited Chilean “commandos, other soldiers and seamen, paying them up to $4,000 a month to guard oil wells against attack by insurgents…many of [them] had trained under the military government of Augusto Pinochet.” Pinochet, many will recall, was the brutal dictator who came to power after the CIA-initiated 1973 coup of Salvador Allende.

Iraq, like Uganda and Azerbaijan, is home to vast amounts of oil. Major syndicates ranging from BP America, ExxonMobil, Shell, Chevron and ConocoPhillips have all flocked to Iraq in the mad dash for Iraq’s resources since the 2003 onset of the ongoing U.S. occupation of Iraq.

WikiLeaks Cables Reveal Ugandan Oil Bid Corruption

ExxonMobil, teaming up with Tullow Oil, as seen through the lens of important Wikileaks State Department diplomatic cables, has also shown great interest in the economic opportunities surrounding oil exploration off of Lake Albert, as well as great concern over governmental corruption in the nascent Ugandan oil industry.

A key December 3, 2009 cable, titled, “Uganda: Corruption Allegations Accompany Arrival Of Major Oil Firms,” reads, “Executives from ExxonMobil visited Uganda on November 18-19, and met with Ambassador (Jerry) Lanier (the U.S. ambassador to Uganda), Mission Officers, the Ministry of Energy and Mineral Development (MEMD), Uganda’s Petroleum Exploration and Production Department (PEPD), and Tullow (Oil)…ExxonMobil representatives who traveled to Kampala said they were ‘very impressed’ with…the Ugandan government oil representatives…”

Roughly a month later, yet another important WikiLeaks-provided State Department diplomatic cable was produced on January 13, 2010, titled, “Uganda: Security Report Details Oil Sector Corruption,” which discusses the impacts rampant corruption unfolding in the Ugandan oil industry would have on the U.S. if the ExxonMobil deal falls through.

“A corrupt…agreement would undermine a potential multi-billion dollar deal between ExxonMobil and Tullow, and have serious long-term implications for U.S….in Uganda in terms of…economic development,” the cable reads.

The State Department’s diplomatic cables make it quite clear that ExxonMobil and its partner, Tullow Oil, were both deeply interested in the Ugandan oil industry, but also gravely concerned about corruption.

Yet, Tullow and ExxonMobil had little to worry about, based on both Prince’s ExxonMobil ties during his days at Blackwater USA, as well as a crucial March 2008 meeting between the Salim Saleh-led Ugandan military and high-level Tullow Oil officials, as exposed by Wikileaks.

Tullow’s Mercenary Presence Long in the Making at Lake Albert Basin

Tullow, as revealed by State Department diplomatic cables leaked to Wikileaks, has been building up a mercenary army presence in the Lake Albert area for over three years.

A March 2008 State Department diplomatic cable reads, “…Tullow Oil, one of the four exploration companies operating in western Uganda, said that as the oil activity on Lake Albert increased, a security presence would be vital.”

The cable also mentions that U.S. Ambassador to Uganda Steven Browning and Combined Joint Task Force-Horn of Africa Rear Admiral Phillip Greene “met with representatives from Tullow Oil and the Ugandan People’s Defense Force (UPDF), as well as local leaders…on March 4.” The UPDF is lead by Salim Saleh, who also owns a 25-percent ownership stake in Saracen International, the private mercenary army also owned in part by Erik Prince.

During the meeting it was also “noted that oil exploration and production would raise the profile of the area, which could lead to increased incidences of violence between Ugandan locals and security forces…” and the meeting concluded with a request for “an assessment team…to provide the Ugandan military with an organizational, doctrinal, training, and equipment needs assessment for a future lake security force.”

Toss into the ring the ongoing great power politics rivalry between the U.S. and China, and things become even more complex.

Great Power Politics Posturing in the Works?

Though ExxonMobil and Tullow Oil lost out on the corrupt oil bid in late 2009, while exploration has been done, drilling has yet to occur in Uganda. In that vein, 100 U.S. JSOC troops, likely teaming up with Erik Prince, Salim Saleh and Yoweri Museveni-backed mercenaries, have swooped into the Lake Albert area to secure the prize, oil, before its rival does.

The opponent? China.

On October 24, Tullow sold $2.9 billion worth of its shares of oil to France’s Total Oil and the China National Offshore Oil Corporation (CNOOC), though it has yet to be approved by the Museveni government and requires his approval.

Throughout all of this, it is vital to bear in mind the bigger picture, which is that the United States and China have been competing against one another in the new “African Scramble” for Africa’s valuable oil resources.

Serge Michel and Michel Beuret, in their 2009 book China Safari: On the Trail of Beijing’s Expansion in Africa, write, “China’s advances in Africa’s oil-rich regions have been viewed with concern bordering on paranoia in the United States….[It] could…deteriorate into a a head-to-head clash between China and the United States, prompting the kind of open conflict that some see as inevitable by 2030.”

One has to wonder what will happen with regards to this recent oil deal, knowing the players involved, and seeing the geopolitical and resources maneuvering taking place in the Lake Albert region.

If the United States and its well-connected guns-for-hire have any say, Tullow Oil, Heritage Oil, ExxonMobil will take home all the royalties, and CNOOC will be sent home packing.

Another Piece of the Puzzle: Senate Bill 1067 of 2009

It appears that since the Lord’s Resistance Army Disarmament and Northern Uganda Recovery Act of 2009, Senate Bill 1067, a bill that called for, among other things, to “apprehend or remove Joseph Kony and his top commanders from the battlefield…and to disarm and demobilize the remaining Lord’s Resistance Army fighters,” the United States has Lake Albert targeted in its crosshairs.

An important provision squeezed into the bill was a section mandating that an official strategy be written up to “disarm and demobilize” the LRA.

“Not later than 180 days after the date of the enactment of this Act, the President shall develop and submit to the appropriate committees of Congress a strategy to guide future United States support across the region,” the bill reads. “The strategy shall include…a description of how this engagement will fit within the context of broader efforts and policy objectives in the Great Lakes Region.”

The Great Lakes Region includes Lake Albert and “broader efforts and policy objectives” translates into, based on State Department diplomatic cables and public statements made in the aftermath of the September 11 attacks, the control of precious oil resources in the Albertine Basin.

Signed into law by Obama in May 2009, it is crucial to put when the bill was written into proper historical context.

As revealed by State Department diplomatic cables, this was roughly a year after the special meeting between Tullow Oil representatives; U.S. Ambassador to Uganda, Steven Browning; and then head of the Combined Joint Task Force-Horn of Africa, Rear Admiral Phillip Greene near Lake Albert. It was also roughly half a year after the launch of AFRICOM.

Some may have been surprised by this latest announcement to invade another country by the Obama administration, but based on recent history, there are no real surprises here. Still, despite evidence that seems to fly in the face of the reason offered by Obama to send troops to Uganda, it is still worth scrutinizing his rationale.

Humanitarian Intervention for Kony?

If there is one thing that is nearly for certain, it is that the Lord’s Resistance Army and Joseph Kony, as awful as they are, likely have nothing to do with this most recent U.S. military engagement in Uganda.

In the end, it all comes back to oil, even if top-level U.S. officials maintain that this has “nothing to do with oil.”

For one, days before this incursion, it was announced that the “the Obama administration quietly waived restrictions on military aid to Chad, Yemen, Sudan, and the Democratic Republic of Congo (DRC)–four countries with records of actively recruiting child soldiers…Any country even remotely close to the horn of Africa (like these distinguished four) is just too strategically important…So, for the time being, it’s still guns for the kids,” wrote Mother Jones.

One of the rationales Obama gave for sending JSOC troops to Uganda, was that the LRA recruits and uses child soldiers, which, given this recent decision, made for the second consecutive year, is certainly not something high on the list of Obama’s concerns.

Furthermore, if human rights were actually the chief concern, why did the United States show interest in Kony only after the discovery of oil in the region? Not only that, but Kony, as many have made clear, is nowhere to be found in Uganda and is on the run or in hiding somewhere outside of the country.

To top it all off, Yoweri Museveni and his brother, the gun-for-hire Salim Saleh, both have deplorable human rights records, and unlike the LRA, maintain state control over the people of Uganda. An article titled “Uganda’s Tyrant,” written in 2007 by the Guardian, sums up the human rights situation under Museveni:

“President Museveni’s…regime is a constitutional dictatorship, with a rubber stamp parliament, powerless judiciary, censored media and heavily militarised civil institutions…Human Rights Watch and Amnesty International…confirm the harassment of Museveni’s political opponents, detention without trial, torture, extrajudicial killings, suppression of protests and homophobic witch-hunts.”

Abhorrent as his human rights record may be, the United States sent a $45 million military aid package to the Museveni-lead government in July 2011, which included four drones.

Do not be surprised if, months from now, ExxonMobil or another U.S. oil industry superpower walks away with drilling rights in the Lake Albert region and CNOOC, the current main possessor of Uganda’s Lake Albert oil resources, is sent packing.

Also don’t be surprised if Erik Prince and Salim Saleh lead Saracen International, working alongside JSOC troops, who work closely with the Central Intelligence Agency, are working as “security forces” off of the Albertine oil basin.

These are not only likely scenarios, but probable ones. Joseph Kony and his LRA allies might be taken down, but the people of Uganda, on the whole, will not benefit from this “humanitarian intervention.”

Things, unfortunately, will probably only worsen for the people of Uganda as time progresses.

President Obama’s attorney sent a letter to Congressional investigators on Friday, saying the White House would not cooperate with a subpoena requesting documents related to its doling out a $535 million loan guarantee to now bankrupt solar panel manufacturer Solyndra.

“I can only conclude that your decision to issue a subpoena, authorized by a party-line vote, was driven more by partisan politics than a legitimate effort to conduct a responsible investigation,” Obama’s counsel, Kathryn Ruemmler, wrote in a letter to the top Republicans on the House Energy and Commerce committee. (Read Ruemmler’s full letter here).

Committee chairman Rep. Fred Upton, R-Mich, blasted the White House response:

“We have been reasonable every step of the way in this investigation, and it is a shame that the Obama Administration and House Democrats continue to put up partisan roadblocks to hide the truth from taxpayers. Solyndra was a jobs program gone bad, and we must learn the lessons of Solyndra as we work to turn our economy around and put folks back to work. Our judicious and methodical work over the last eight months has garnered tens of thousands of pages of documents from DOE and OMB that have proven we are on the right track. Now, we need to know the White House’s role in the Solyndra debacle in order to learn the full truth about why taxpayers now find themselves a half billion dollars in the hole.

October 30, 2011

On October 28, 2010 the U.S. government announced that it expended $80.1 billion on national intelligence activities during the fiscal year which ended on September 30, 2011. Sixteen spy agencies such as the CIA, FBI, NSA, etc., which are part of the National Intelligence Program (NIP) and report to the Director of National Intelligence, spent $53.1 billion in fiscal year 2010. Meanwhile the Military Intelligence Program spent and additional $27 billion.

These vast billions are only for so-called intelligence activities and do not include the hundreds of billions of dollars spent by these and other agencies to protect U.S. imperialism or the money spent by the military for non-intelligence activities.

“Only” about $3.5 billion of this amount was spent on Iraq and Afghanistan according to the Department of War. So how are they spending the other $76 billion? A look at the 2010 Washington Post Series called TOP SECRET AMERICA http://projects.washingtonpost.com/top-secret-america/ gives you an idea of where much of the money goes. I have written numerous other articles on this site that also detail some of these spy programs.

Illegal and “legalized” programs begun under the Bush regime and continued under Obama now allow the government to act as “big brother” on a massive scale. Virtually every phone call, email, financial transaction, border crossing, passenger airline flight data, etc, is now intercepted and stored in some government data base. While the government would like you to believe the targets of all this spying are “terrorists or terrorist suspects” the reality is that even your emails and phone calls are subject to surveillance. You are part of the massive data mining operation conducted by the government. The government is also keeping its eyes on activities of protesters within the U.S.

When Obama was a candidate for the presidency he led people to believe that he would rein in massive “illegal” spying. In some ways he kept his promise. While still in congress he voted in the Senate to “legalize” many of the illegal surveillance activities of the Bush regime. He converted illegal spying into legal spying.

As president he has continued and expanded the surveillance capabilities of the national “intelligence” community. He has backed legislation to legalize even more spying. And he has been a very active user of the intelligence. Some of the military spying has been utilized to conduct his drone assassination program, which has now been used to kill at least two U.S. citizens without any due process. The increase in intelligence activities has also allowed Obama to conduct “covert” wars in Pakistan, Somalia, the Sudan and Yemen, among just a few of the nations that are now active targets in the U.S. war of terror.

At the same time his administration has refused to hold any of the Bush regime officials accountable for their illegal actions. But then it may be a bit hypocritical to hold them accountable when he and his minions are now doing the same things. Maybe this is why Obama administration lawyers have made so many appearances in court over the last three years to defend Bush regime officials and programs by asserting “national security privileges” in order to further the government cover-up of these actions.

Current intelligence expenditures are more than double the money expended before 9/11. Expenditures for FY 2010 were an increase of 7 percent over the prior year. In February of this year the Obama administration stated it would ask to increase the NIP budget to $55 billion from the then $53.1 billion.

Obama, as the political leader of the American Empire, is fully committed to continuing the war of terror begun during the years of the Bush regime, including its spying upon the people of the world, including those in the U.S.

Just like Bush, Obama is the leader of imperialist America. He must do what he can to protect imperialist interests. This includes waging the U.S. war of terror and spying on the people of the world, including those in the U.S.

UPDATED: Among those attending the morning gathering at the Beverly Wilshire Hotel were studio head Harvey Weinstein, UTA’s Rob Prinz, CAA managing partner and music head Rob Light, and ICM’s Chris Silbermann.

Before he left Los Angeles for San Francisco on Tuesday, President Barack Obama stopped for an undisclosed meeting with some of the entertainment industry’s high-level executives, as well as talent representatives with access to the industry’s top stars and musical acts, The Hollywood Reporter has learned.

Among the small group of industry insiders who were invited to attended the early-morning meeting with the president at the Beverly Wilshire Hotel were: Weinstein Co. studio head Harvey Weinstein, CAA managing partner and music head Rob Light, ICM president Chris Silbermann, Modern Family creator Steve Levitan, Atlantic Records chairman Craig Kallman, producer/songwriter Bruce Roberts, talent manger and producer Jason Weinberg, UTA music agent Rob Prinz, talent manager and producer Eric Ortner, Island Def Jam senior vice president Karen Kwak, Warner Bros. Records president Livia Tortella, talent manager Greg Mertz, ID PR publicists Kelly Bush and Mara Buxbaum, talent managers Bruce Flohr, Michael Green, Steve Moir and Bill Silva, Universial Music Publishing Group executive vice president and head of creative Tom Sturges, entertainment attorney Chuck Ortner and actor/activist Kal Penn.

The event was not a fundraiser, and attendees were not asked to donate to the Obama reelection campaign. But those invited have been ardent supporters of the president and were identified as “influencers” with the ability to help Obama shape the national political conversation heading into a tough race in 2012.

Source: Odario.Info

The last bombs exploded on Libya when the White House made the decision to intervene militarily in another African country, Uganda. This aggression went almost unnoticed; the media devoted less attention to it than to the love affair of a Hollywood star.

President Obama saw fit to announce the arrival in Uganda of U.S. combat troops in a speech to the people of the United States.

“It was necessary,” he said “to remove Joseph Kony from the battlefield because the Lord’s Resistance Army” represented “a threat to regional security.”

The deceptiveness of the presidential speech makes it essential to decode it.

The army is referred to as a phantom. The “enemy” this time is a mini guerrilla, actually a religious sect with no social base, which operated in the country for over 20 years, Kony is its theologian.

Only now has the White House suddenly become aware of the existence of these dangerous guerrillas.

Will the stay of U.S. special forces last a long time? Obama dispelled any remaining doubts: “They will stay in the country as long as necessary.” And he added that the U.S. military are available to intervene in the Congo and Central African Republic, “if requested by states of the region.

The new U.S. military intervention is part of the strategy that led to the creation of AFRICOM, the U.S. military command dedicated to the continent whose headquarters still remains in Germany, while negotiations are underway for installation in an African capital.

The European allies — Sarkozy, Merkel and Cameron — support the U.S. imperial strategy whose aggressive moves justify labeling it the Fourth Reich.

Observers point out that Hitler annexed Austria, swearing that he had no further claims. The following year, after Munich, Germany occupied Czechoslovakia, announcing an era of peace. In l939 he invaded Poland.
How far will U.S. imperialism go? It invaded Iraq and Afghanistan, sponsored and financed the attack on Libya, claiming the need to protect populations with a humanitarian intervention, and now invades Uganda, and threatening Syria and Iran.

Slowly, the peoples from Asia to Europe, from Latin America to Africa are realizing that imperialist barbarism is now a global threat to humanity. They are mobilizing against it in defense of civilization, which for the very continuity of life is a historical necessity.

The United States is seeking international support for fresh sanctions against the Central Bank of Iran, a Treasury official said Friday following an alleged plot to kill the Saudi envoy in Washington.

“We are engaging in an effort to develop the multilateral support that would be critically important in having an action against the CBI really be effective,” sanctions czar David Cohen told the House Foreign Affairs Committee.

Most Iranian banks, including the CBI, have been under comprehensive US sanctions for nearly 20 years, and any US dealings with them are illegal.

“The real question is, can we, by taking another action against the CBI, by designating the CBI… either under our non-proliferation authority or under our counterterrorism authority, can we elicit multilateral respect for that action? That work is under way,” Cohen said.

While America occupies Iraq and Afghanistan, wages covert war on Pakistan, conducts drone attacks on Yemen and Somalia, bombards Libya, and positions for a wider confrontation with Iran and Syria, Nobel Peace Prize Laurette President Obama has now quietly, without much fanfare, sent 100 US troops to help Ugandan President Yoweri Museveni crush rebels threatening his 25 year dictatorship.

In what is essentially a “reverse-Libyan-style” intervention, the US is sending troops to crush, not assist rebels rising up against their despotic ruler. Ironically, just as with Libya’s rebels, Uganda’s rebels are also listed as a foreign terrorist organization by the US State Department. Instead of the corporate-financier contrived International Criminal Court issuing fictitious warrants for Uganda’s head of state, as was done with Qaddafi in Libya, it is the Ugandan rebel leader, Joseph Kony, who is being targeted.

Both the Ugandan government (with US assistance) and the rebels, known as the Lord’s Resistance Army (LRA), are accused of perpetrating heinous atrocities against their enemies and civilian populations in their decades long conflict. In particular, Ugandan President Yoweri Museveni has just recently presided over the mass murdering and displacement of 20,000 of his own people on behalf of British corporations who sought to construct tree plantations on their land. US and British military assistance and business deals with the Ugandan government have been a ubiquitous feature throughout Museveni’s perpetual, unending term as president.

While mutilated victims of the LRA are just now being paraded in front of the public to frame the recent US troop deployment as another “humanitarian intervention,” it is more than likely that geopolitical aspirations, not humanitarian concerns, are driving this agenda. This is especially so considering just how equally abhorrent the Ugandan government’s human rights record is.

The LRA has often been harbored by the Sudanese government (now the South Sudanese government). Sudan has served as a proxy battlefield between the West and China for control over of its vast oil holdings and ultimately as part of a greater battle to control Africa’s resources. Sudan appears to have used the LRA as a sort of armed buffer between them and their neighbors, in particular, Uganda, ruled by an eager servant of the Anglo-American agenda.

Surely, as Africa, a forsaken continent, is already written off in the minds of many Americans, little concern and few eyebrow will be lifted as their Nobel Peace Prize-wearing president sends yet more troops off to war there, in a global military expansion quickly and alarmingly approaching the scale and scope of Adolf Hitler’s expansion across Europe and Northern Africa during World War II. This is difficult to deny when the final tally is done – the United States is conducting either covert or overt military operations in at least 8 nations – Iraq, Afghanistan, Yemen, Somalia, Iran, Libya, Pakistan, and now Uganda – and has 820 military installations in at least 135 countries. As Wall Street and London seek global hegemony, the price Americans pay as this tally grows will only increase. However far flung Uganda may seem, every inch of expansion by the globalists is one inch less for free humanity.

Identify the corporate-financier interests engineering and driving this agenda, boycott and replace them.
