Reporter covering body scanners at Mexican Consulate in Los Angeles told to leave public sidewalk

A reporter who was covering the use of controversial RAPISCAN radiation-emitting body scanners at the Mexican Consulate in Los Angeles was told by a guard to leave the public sidewalk outside the entrance to the Consulate.
Martin Hill, taking video and getting comment from the public regarding the mandatory use of body scanners at the consulate, had initially asked security if a spokesperson for the media was available to discuss the scanners. An employee from the Consulate asked to speak to Hill via the telephone at the guard shack, and Hill, after identifying himself via the Consulate telephone, was asked to send an e-mail to set up an appointment with the spokesperson.
A few minutes later, the guard came to try to tell Hill that he could not take any more pictures and to leave the area. Hill asserted that he is an American citizen on a public street, and that no one has any right to tell him to leave. Hill asked the guard if he understood the United States Constitution, and suggested that the guard call police to have it explained to him, if he was confused.
The guard then got on the phone with someone for about ten minutes, while Hill waited. Hill, long a public advocate of filming police in public and asserting one’s rights, asked the guard if anyone would like to speak to him regarding the matter, to which the guard replied no. U.S. Congressman Ed Towns of New York recently featured Hill’s article on filming police and other government sites in public on his Congressional campaign website.
